Bureau of Safety & Environmental Enforcement (BSEE) works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement.


The Office of Field Operations (FO) is located within the Alaska BSEE Region and is responsible for enforcing safety, environment, and conservation compliance of the Nation’s offshore energy resources.  The functional components of BSEE include:  the offshore regulatory program; inspection of drilling, development, production, workover/completion, oil/gas operations’ structures and pipelines; conducting technical engineering analysis to be used for permitting industry requests for oil and gas activities; environmental enforcement and compliance; safety enforcement and investigations. 


The incumbent serves as the Regional Supervisor for Field Operations (FO) and works under the general direction of the BSEE Regional Director (RD).  The incumbent is responsible for the overall management and direction of the Alaska Field Operations.  The incumbent also performs deputy duties assigned by the RD and is designated as acting RD in his/her absence.

Salary Range Information: 
GS-14  $105,609.00 – $137,289.00
GS-15  $124,226.00 - $155,500.00


BSEE has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

 Major Duties (The duties described reflect the full performance level (GS-15) of this position.)

The major duties of this position include, but are not limited to the following:


Is responsible for the overall technical and administrative elements of the OCS oil and gas regulatory program, which includes supervision and approval of all drilling, production, workover/completion and other oil and gas operations, and conducting field inspections on all oil and gas leases in the Alaska OCS to enforce compliance with operating regulations, NTL’s, and other directives to ensure a safe and pollution-free environment. 


Supervises enforcement activities as a result of industry’s violations of, or non-compliance with regulatory requirements. The incumbent reviews the Inspection Team’s identified safety, environmental hazards or violations of regulations and stipulations and approves the team’s determination that oil and gas operations should be shut in or other appropriate action taken.  The incumbent ensures that BSEE’s justifications for the enforcement actions are substantiated and proposes appropriate civil and criminal penalties.


Supervises, manages, and directs a multi-disciplinary staff, including engineers, inspectors, and clerical personnel.  As such, the incumbent performs a full-range of supervisory administrative duties including, but not limited to; conducting performance ratings, dealing with performance or conduct issues, etc. 


Serves in a deputy capacity and performs associated duties for the Regional Director (RD).

To Qualify For This Position:
To qualify for this position you must meet the 1. Basic Educational Requirements AND 2. Specialized Experience (or education substitution where applicable) for the grade to which you are applying. 


1. Basic Educational Requirements:

You must meet the description in either A or B below to qualify for this position.

A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
B. Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. 2. Specialized Experience Requirement:

GS- 14
Specialized Experience must have been equivalent to at least the next lower grade level (GS-13).
Specialized experience includes at least 3 of the following:
• Under the direction of a regional supervisor/manager, performed the duties of a supervisor, team lead, or project manager of a major oil and gas regulatory program to include providing recommendations to management on the approval of drilling, production, and workover/completion and other oil and gas operations.
• Supervised or served as team lead for a group of multi-disciplinary staff, performing a full-range of administrative duties such as conducting performance ratings, dealing with employee conduct or performance, etc. 
• Served as the primary or senior oversight official of field inspections conducted enforcing compliance with operating regulations, NTL’s, and other directives.  
• Identified safety, environmental hazards, or violations of regulations and stipulations of oil and gas activities, under the supervision of a regional supervisor/manager, initiated appropriate enforcement action.  Prepared justifications of action taken and proposed civil and criminal penalties to senior management. 
• Provided expert technical advice on conducting accident investigations with serious impact to the environment and safety violations at an oil and gas facility, resulting in loss of life or property, and testified at judicial hearings.
• In the absence of the supervisor, served in an acting capacity dealing with oil and gas operations.



Specialized Experience: To qualify at the GS-15 level you must have at least one FULL year specialized experience equivalent to at least the next lower grade level (GS-14). 
Specialized experience includes at least 4 of the following:
• Independently supervised, managed, and directed a major OCS oil and gas regulatory program to include approval of drilling, production, and workover/completion, and other oil and gas operations.
• Supervised a group of multi-disciplinary staff and performed a full-range of administrative duties such as conducting performance ratings, dealing with employee conduct or performance, etc.
• Managed and directed staff conducting engineering analysis, and provided expert technical advice on complex OCS oil and gas equipment, and general oil and gas operations submitted by industry for permit applications to be approved by the agency.      
• Independently supervised, directed, reviewed, and approved field inspections conducted on the OCS enforcing compliance with operating regulations, NTL’s, and other directives.  
• Approved recommendations and/or actions taken by the inspection teams who have identified safety, environmental hazards, or violations of regulations and stipulations of oil and gas operations and initiated appropriate action.
• Provided expert technical advice on conducting accident investigations with serious impact to the environment and safety violations at an oil an gas facility resulting in loss of life or property, and testified at judicial hearings.
• Performed deputy or special assistant duties as directed by the senior manager at the regional level.  In the absence of the supervisor, served in an acting capacity dealing with oil and gas operations.
