Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service. - Skill Set 2 - Job experience using SDLC methodologies; e.g. Waterfall and/or Agile/Scrum, AND
- Skill Set 3 - Job experience in programming in one or more of the following programming languages: Java, C#, C++ AND
- Skill Set 4 - Job experience working with all these technologies:
·Web Frameworks (e.g. Spring MVC, Struts, MyFaces, Restlet, etc.) and/or Web Services (e.g. RESTful or SOAP based Web Services) and
·Web Server and/or EJB Server development e.g. Apache, Tomcat, and /or WebSphere, WebLogic, JBoss and
·Relational Database design and development using e.g. Oracle, MySQL and/or SQL Server Database.

HOW YOU WILL BE EVALUATED:
Your eligibility for consideration and qualifications for the position will be determined based upon a review of your detailed resume and your responses to job specific self-assessment questions. Your resume will be evaluated based on evidence of your ability to demonstrate the knowledge, skills, and abilities (KSAs) for this position, possession of any specialized experience, and how well your background and experience relates to the self-assessment questions in the job announcement. The self-assessment questions relate to the following knowledge, skills, abilities, and competencies:
1. Knowledge of all aspects of system development/maintenance, including software languages and development tools, workflow tools, applications programming, testing, requirement's management, blended with more than one of the following: computer systems analysis, computer systems architecture, operating systems, computer networking, application design techniques, and relational database interface design.
2. Knowledge of Servlets, Web services, relational database access, skill in implementing client server applications, multi-tier applications, web-based applications, graphical user interfaces (GUI) to deliver and support USPTO computer systems per customer requirement.
3. Ability to apply project management principles, methods, tools, and techniques for planning and/or managing the development of and/or support to at least one Application Information System (AIS) and/or hardware project.. (This includes knowledge of SDLC (Software Development Life Cycle), budget formulation, and knowledge of the work breakdown structures to plan and assign support to AIS projects).
4. Ability to communicate information, both orally and in writing, to users, managers, technical staff, and contract support personnel.

Veterans' preference is applied by listing preference eligibles ahead of non¬-preference eligibles within the same quality category in which they are placed. Qualified preference eligibles with a compensable service-connected disability of at least 10 percent will be placed at the top of the highest quality category ('Best Qualified'), except when the position being filled is scientific or professional at the GS-9 grade level or higher.
