Basic requirement: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree directly related to professional work in psychology. -OR- Combination of education and experience. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.

In addition to meeting one of the above requirements, you must also have experience or additional education, as defined below, in order to qualify for this position at the GS-11 level:
SPECIALIZED EXPERIENCE: At least one (1) full year of professional experience performing needs based consulting in context of organizational performance, academic and or theoretical knowledge of HR organization; interacting with clients at all levels of national and local management as a consultant to conduct individual and/or organizational assessment, develop surveys, and provide assessment feedback; offer continuous assessment services to the organization and to employees, building on knowledge of psychometry, vocational assessment, 360 degree assessment, 180 degree assessment, coaching and mentoring, and the development and implementation of individual development plans; offer assessment services in the areas of leadership, teams, change management, and organizational health measures; offer process consultation to leadership groups and work groups, research and/or analyze problems, issues, and/or organizational requirements, apply various advanced techniques to interpret meaning and evaluate findings; assist in the reconciliation of conflicts between basic policies and program goals, prepare reports and presentations on program planning and evaluation, design and executive a variety of comprehensive studies and detailed analyses of complex functions and processes related to long-range planning; identify and propose solutions to management problems that are critical to planning program direction; prepare recommendations that impact the way planning is carried out, etc. ~OR~ EDUCATION: Successfully completed (3) three full years of progressively higher level graduate education, or a Ph.D, or equivalent doctoral degree in psychology for all specializations except clinical psychology and counseling psychology.

- Designs, administers, and analyzes measures of organizational performance;
- Performs work in the administration of organization development and continuous assessment;

PHYSICAL REQUIREMENTS: The work is primarily sedentary, although some slight physical effort may be required.

Applicants will be ranked based on four quality groups, as follows:
- Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
- Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
- Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
- Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
