The Loaned Executive Program is a special opportunity (unpaid) that provides top executive-level talent from the private sector an opportunity to share their expertise with the Department of Homeland Security (DHS) to fill special, discrete needs. Through the Loaned Executive Program, DHS is working with the private sector on innovative solutions to our homeland security challenges. DHS is looking to the nation's top executives and industry experts to partner with us as we strive to solve problems, improve processes, and fully realize our mission. By serving as a Loaned Executive, you will have an opportunity to make a meaningful difference by protecting our nation. 


U.S. Citizenship and Immigration Services (USCIS) seeks to bring in a Loaned Executive to help advise on and clarify issues related to foreign nationals seeking to work in the United States within the health care industry. The applicant will serve as an expert within USCIS on the health care industry and will work directly with a multidisciplinary team of immigration experts from within the agency on a range of policy and operational issues.


Initial appointments are for six months with the possibility for extension up to one year.


Note: USCIS may fill one or more positions using this vacancy.

  • Serve as a subject matter expert in the health care industry for the agency;
  • Review existing policies, procedures, and training related to the intersection of immigration and the health care industry and recommend alternatives and/or develop enhancements to ensure clear, consistent and predictable adjudications;
  • Serve as a consultant regarding industry models and best practices for potential application to the adjudication of benefits across relevant visa classifications; and
  • Establishing a framework for continued solicitation of industry-specific information to ensure USCIS policies and practices reflect the business realities faced by individuals employed in the health care industry.

The successful candidate(s) must:

  • Have extensive experience in health care administration, either in the private sector, university, nonprofit arena;
  • Have substantial knowledge of the recruitment and deployment of health care professionals, to include educational, credential and licensing requirements (local, state, federal, and professional licensor requirements) for various types of medical professionals, and a working relationship with credential and professional health care associations; and
  • Serve in a current senior-level manager or related position, with in-depth knowledge of current health care trends affecting hospitals and other medical facilities, their hiring practices, their role in determining the terms and conditions of employment, and the labor laws and regulations effecting employment for such health care positions.

DHS may not use Title 5, U.S.C., 3109 to appoint individuals:


a. To a position requiring Presidential appointment.


b. To a position in the Senior Executive Service (SES).


c. To perform managerial or supervisory work (although an expert may act as team leader or director of the specific project for which he/she is hired), to make final decisions on substantive policies, or to otherwise function in the DHS chain of command (e.g., to approve financial transactions, personnel actions, etc.).


d. To do work performed by DHS's regular employees (with the exception of project work related to program goals and objectives where the executive may work on a team with regular DHS employees).


e. To fill in during staff shortages.


f. Solely in anticipation of giving that individual a career appointment. However, subject to the conditions of this part, DHS may appoint an individual to an expert or consultant position pending Schedule C appointment or non-career appointment in the Senior Executive Service.


g. To do work traditionally performed by a contractor or a personal services contractor.


h. To do work performed pursuant to the Intergovernmental Personnel Act (IPA).
