Position Location: Joint Force Headquarters-Family Readiness Program, Marietta, GA. 

Permanent Change of Station (PCS): PCS is not authorized.

Selected Reserve Incentive Program (SRIP): Acceptance of a Federal Excepted technician position of over 179 days in length will cause termination from the Selected Reserve Incentive Program (SRIP).

Type of Appointment: This is a full-time, Excepted Indefinite, dual-status position which requires Georgia Army National Guard Membership. Position is indefinite; however, may convert to permanent without further competition. If a tenured applicant is selected, tenure will not change.

Job Summary: This position is established as a Sexual Assault Response Coordinator (SARC), located in the Joint Force Headquarters–State (JFHQ-S), Directorate of Manpower & Personnel (J-1).  The purpose of this position is to manage and implement the Sexual Assault Prevention and Response (SAPR) Program and Domestic Abuse/Violence Program. Provides guidance and advice to the Adjutant General (TAG), senior commanders, and managers regarding statutory requirements.  This position has direct access to the TAG with advisory responsibility regarding sexual assault and domestic abuse/violence incidents.  Serves as the principal point of contact regarding SARC programs and is charged with collaborating with various state and national government agencies for outreach, policy, training, support and research.  Performs long-term planning and organizational development necessary to accomplish human resources functions in support of education, training, and responses for the Sexual Assault Prevention and Response Program and Domestic Abuse/Violence Program. 

Background Check:  Selectee may, at the option of the agency, be required to submit to criminal, credit history, and general background checks which will be evaluated by the agency prior to a final offer of employment and access into the Georgia National Guard Federal Technician or Active Guard/Reserve program.

National Guard Membership: This position requires military membership. It is designated for Georgia Army National Guard Officer/Warrant Officer/Enlisted incumbent(s) only. In accordance with ARNG regulations, incumbent performs duties necessary to accomplish military Sexual Assault Response Coordinator (SARC) functions in support of programs essential to state Army National Guard daily operations, training and readiness missions.

As a member of a Georgia Army National Guard unit, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year. Georgia Army National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required of this position:

  • Manages and implements the Sexual Assault Prevention and Response Program and the Domestic Abuse Prevention Program. 
  • Serves as principal advisor to the State Adjutant General with responsibility for understanding and implementing Department of Defense (DoD), Army, Air Force, National Guard Bureau (NGB), ARNG and ANG policies and guidance.
  • Reviews Sexual Assault, Domestic Abuse/Violence policies and programs to determine barriers, if any, and advises the Adjutant General relative to their impact on National Guard policy to overcome high risk areas and potential offender behaviors; and recommends changes or new actions to the Adjutant General, Chief of Staff, and Human Resources Officer. 
  • Advises the victim of available reporting options and informs the victim of benefits and/or limitations. 
  • Ensures that reports of sexual assault and domestic violence are reported to the appropriate level of command in accordance with applicable regulations.
  • Develops, conducts, and/or coordinates sexual assault prevention training for new hires, supervisors, and all members of the state National Guard. 
  • Provides training for Victim Advocates (VAs) in accordance with training standards and content from the SAPR.
  • Maintains liaison with civilian authorities, chaplains, military/civilian medical and legal services, and commanders to facilitate immediate response and accurate reporting of sexual assault incidents.
  • Conducts meetings, both on and off the installation, with community outreach organizations in the interest of improving services to victims of sexual assault or domestic violence. 
  • Performs other duties as assigned.

    General Experience: Applicant must have experience, education, or training which provided a general knowledge of principles of organization, management, and administration.  Experience using computer and automation systems.

    Specialized Experience: Applicant must have at least 36 months specialized experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.

    Knowledge, Skills and Abilities (KSAs): Applicants who meet the eligibility requirements will be further evaluated by the Selecting Official based on the following KSAs considered essential to perform the duties and responsibilities of this position.

    • Knowledge and skill to advise, manage, implement and oversee Sexual Abuse Protection and Response and Domestic Abuse/Violence programs.
    • Knowledge of a wide range of sexual assault and domestic abuse/violence principles, laws, regulations and policies, and relevant decisions to recognize and prevent sexual assault and domestic abuse, and to make technical recommendations for decisions in sexual assault and domestic abuse.
    • Knowledge of state sexual assault/domestic abuse program administration, policies and practices, in order to provide technical assistance to answer questions, solves problems and explain issues.
    • Skill in managing a program including organizing an office, problem solving, motivating others to take necessary actions, and negotiating allocation of resources for the program (primarily the amount of the budget and the allocation of part-time victim advocates).
    • Knowledge of the organizational structure of the National Guard including the assignment of functions to subordinate organizations, nature of their missions, and composition of the work force.

    Other Requirements: For positions requiring a security clearance (Secret or Top Secret) the applicant must posses or be able to obtain a clearance within one year of appointment. 

    National Guard Compatibility: Once an applicant is selected and prior to being placed in the technician Sexual Assault Response Coordinator (SARC) position, the selectee must be assigned to any unit in the Georgia Army National Guard as an (Officer, Warrant Officer or Enlisted) in Branch/MOS: OBR: 42B/H, 60D, 67A; OAOC: 70A/B/H, 73A; WMOS: 420A; EMOS: 42A, 68W/Z   Rank inversion is strictly prohibited.

    Wear of the Army uniform as prescribed by AR/NGB/GA NGR is required for incumbent of this position.  Acceptance of this position constitutes concurrence with this requirement as a condition of employment.
