The Office of Information Technology supports the Commission and staff of the SEC in all aspects of information technology. The Office has overall management responsibility for the Commission's IT program including application development, infrastructure operations and engineering, user support, IT program management, capital planning, security, and enterprise architecture. The Office operates the Electronic Data Gathering Analysis and Retrieval (EDGAR) system, which electronically receives, processes, and disseminates more than 500,000 financial statements every year. The Office also maintains a very active website that contains a wealth of information about the Commission and the securities industry, and also hosts the EDGAR database for free public access.

 

This position is located in the Office of Information Technology (Information Security Office), located in Washington, DC.

 

This is a Direct Hire action. Direct Hire Authority (section 1312 of the Homeland Security Act of 2002) allows agencies to appoint candidates directly to occupations for which the Office of Personnel Management (OPM) has determined that there is a severe shortage of candidates or a critical hiring need for certain occupations, grades, and/or geographic locations. ·         Manages a branch within the Chief Information Security Office.  Provides expert level advice and assistance to SEC divisions and offices.  Applies information security expertise in the IT areas of Federal Security Management Act of 2002, controls analysis and monitoring, security and privacy policy, and risk management.

·         Performs a broad range of assignments as the leader of a branch organization. Sets program goals and establishing priorities to support the SEC information technology mission. Monitors management of quality, determines need for changes and originates the development of program improvements, and briefs senior management on program status.

·         Receives and analyzes new information management requirements from SEC staff, develops new information security techniques, establishes criteria, and makes recommendations when procedures/guidelines do not exist for assigned area of responsibility which impacts Headquarters/ region-wide implementation, consolidation, and continuing IT program management.

·         Develops detailed plans and directs or conducts comprehensive IT studies dealing with process measurement, methods and procedures, and/or benchmarking, to identify problems and propose solutions to improve operations.  Studies and compares current and emerging information systems management tools and technology applicable to SEC information technology operations, policies, and processes. Makes recommendations pertaining to new IT capabilities for assigned area of responsibility that will sustain and/or enhance the SEC's information technology program and operations.

Qualification Requirements: Applicants must have at least one year (52 weeks) of specialized experience equivalent to at least the GS/SK-13 which includes advising management on cyber incidents, including event detection, network security, network monitoring, and network intrusion investigations; planning, developing, implementing and maintaining of programs and policies necessary to assure security of all existing and newly deployed systems; accessing Internet/Intranet security risk; reviewing and developing systems security policy, guidelines, and procedures for systems processing multiple applications that require differing and conflicting security controls.
