This position is located in the Office of Human Resources, Employee and Labor Relations Division. The incumbent will provide Labor and Employee Relations advisory services;represent the Agency in Third-party or potential Third Party proceedings;provide Labor Partnering and Negotiations;provide Labor and Employee Agreement Program Administration.

As a Human Resources Specialist (Employee & Labor Relations), the incumbent will be responsible for providing managers and employees with information and interpretations of labor programs, policies, procedures, and guidelines;providing managers and employees with information and interpretations of USAIDs employee conduct and performance management, benefits administration, and other work life programs, procedures, practices, policies and guidelines;serving as a technical advisor or management representative in cases with potential impact on a labor relations program area in a major USAID organizational segment;conducting systematic studies and prepares statistical reports and or written guidance to address subjects of union and management interest.

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level. One year of experience refers to full-time work; part-time work is considered on a prorated basis.  Examples of qualifying specialized experience at the next lower level for this position includes experience in providing managers and employees with pertinent information to include interpretations of labor programs, policies, procedures and guidelines relative to Labor Relations Advisory Services and on employee programs, policies, procedures and guidelines relative to Employee Relations Advisory Services; experience representing management in Unfair Labor Practices (ULP) and experience in writing SOPs.


There is no Education requirement for this announcement.
