NOTE: This is a TERM appointment (not-to-exceed 13 months). Term appointments are non-status, nonpermanent appointments of limited duration. Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition.

 

This position will be assigned to Health Services Research, Research Service, Richard L. Roudebush VA Medical Center, Indianapolis, IN, serving as a statistician working directly with faculty investigators and research staff in health service research and development activities of the Center of Excellence (COE). Duties include, but may not be limited to the following:

·       Constructs new, large-scale complex databases, designs their formats, and structures and manages their reorganization for specific analytic purposes; constructs variables and measures from new and existing data sets using appropriate techniques for specific analytic purposes; and designs and conducts appropriate statistical analyses in collaboration with project principal investigators and biostatisticians.

·       Advises investigators and other research associates on database design; and develops documentation for both existing databases (e.g., measures, sources, construction, programs) and those of completed projects (for project archives).

·       Prepares design and findings for presentation in the form of written reports, graphs, charts, tables, or other summaries; conducts descriptive and graphical analyses to summarize data in graphs and tables to facilitate planning and reporting of subsequent analyses; and performs complex statistical analyses of data including longitudinal repeated measures analysis, multivariable statistical modeling, logistic regression, survival analysis, and hierarchical modeling.

·       Directs or performs checks on study data to identify potential problems with patient recruitment, missing data, data quality, etc.; and prepares and presents orally and in written form, study issues, methods, and findings in report, graph, chart, table or other form.

·       Designs and conducts descriptive and multivariate statistical analyses; and suggests new appropriate analytic approaches and techniques to project investigators and senior research staff.

·       Contributes technical knowledge and assistance to preparation of research proposals and reports; and prepares data and analysis sections of working papers, interim reports, final reports, and manuscripts for submission.

·       Supervises research assistants in basic statistical analyses and data management; participates in and facilitates multi-disciplinary investigative teams about research design, field procedures, measurement protocols, database design, etc.

·       Participates in the preparation and writing of scholarly publications based on the results of the analysis; contributes to the planning and writing of research grants related to health services including drafting statistical methods sections and sample size calculations.

·       Searches for and applies new and current statistical, data management, and quality improvement methodologies through regularly attending research seminars/conferences, regular searching, and review of the medical, biostatistician, and quality improvement literature.

Work Schedule: Monday thru Friday - 8am to 4:30pm

BASIC EDUCATION: MUST possess a bachelor's degree (or higher) that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. (Transcript Required)

COMBINATION OF BASIC EDUCATION AND EXPERIENCE: Must possess a combination of education that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc and experience which included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. ADDITIONAL QUALIFICATION REQUIREMENTS – In addition to meeting the basic education requirement, you must also possess specialized experience as described below to qualify for this position.

 

Specialized Experience: MUST possess one (1) year of specialized experience equipped with the particular knowledge, skills, and abilities to perform successfully the duties of the Statistician (Health) position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-11 level in the Federal service. Examples of specialized experience include: designing and performing statistical analysis (i.e., longitudinal repeated measures analysis, multivariable statistical modeling, logistic regression, survival analysis, etc.) for healthcare outcome studies; advising investigators and other research associates on database design; utilizing statistical software (i.e., Statistical Analysis System (SAS) or other comparable software) to perform statistical analyses; constructing large-scale, complex databases; and preparing detailed summary reports and presenting complex statistical findings. NOTE: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

1.    Knowledge of statistical theory and applications necessary to identify appropriate analytic frameworks and techniques.

2.    Ability to oversee data collection activities of participating sites, review quality of data, and work with staff to identify and resolve problems with data collection.

3.    Skill with communication both written and verbal.

4.    Ability to work with diverse teams of interdisciplinary researchers and support staff.

5.    Skill in managing and analyzing complex data sets using statistical software.

Physical Demands: The work is sedentary; may require periods of walking, standing, bending, or driving a motor vehicle; and frequently carries research records and other similar materials. The work doesn't require any special physical effort.

  • Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
