Applicants may also combine education and experience to qualify as the GS-5 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-5. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable general experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

Recent Graduate Program Eligibility: To meet the Program requirements, you must have obtained a qualifying Associates, Bachelor's, Master's, Professional, Doctorate, Vocational or Technical degree or certificate from a qualifying educational institution, within the previous 2 years.
**Applicants may also apply if they have completed the degree requirements and have graduation dates between December 27, 2010 and July 10, 2012 under an exception to the Pathways regulations up until July 10, 2014.**
Attention Veterans: A veteran, as defined in 5 U.S.C. 2108, who due to military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2 year eligibility period shall have a full 2 year period of eligibility upon his/her release or discharge from active duty. Work is sedentary. Most of the duties can be accomplished sitting comfortable while others require walking, standing, bending, and carrying light items, such as papers or books.
