NATIONAL GUARD MEMBERSHIP IS REQUIRED:

This is a Dual-Status Excepted Service Technician Bargaining Unit position in the Delaware Air National Guard.   Open to all current Delaware Air and Army National Guard personnel or those eligible to become a member of the Delaware Air National Guard.

This position is located in the 166th Maintenance Squadron (MXS).   The primary purpose of the position is to inspect, repair, modify, and service aircraft systems, components, and assemblies, both on- and off-aircraft.

DEFINITION OF AREA(S) OF CONSIDERATION:

AREA I
= All presently employed Delaware Air or Army National Guard permanent federal technicians.

AREA II = All currently active members of the Delaware Air or Army National Guard.

AREA III = All other applicants eligible for membership in the Delaware National Guard.

KEY REQUIREMENTS

  • U.S. Citizenship is required.

  • Performs inspections, functional checks, and preventive maintenance on aircraft to include periodic, phase, hourly, preflight, post-flight, calendar, thru-flight, and special inspections such as fuel contamination, emergency equipment, and oil sampling. Inspects and performs functional checks.

  • Troubleshoots and performs unscheduled maintenance on assigned and transient aircraft, utilizing various gauges, meters, measuring devices and other related test equipment. Performs major adjustments and alignments of aircraft systems or components and assists specialists as required. Removes and replaces aircraft components. Adjusts and maintains installed equipment. Tows, taxies, parks, and moors assigned and transient aircraft. Meets and debriefs the aircrew on the status of the aircraft. Launches and recovers assigned and transient aircraft to include those on alert status. Performs end-of-runway inspections prior to take-off. Inspects for conditions such as oil, fuel and hydraulic leaks; damaged tires; and loose panels which would make the aircraft unsafe for flight.

  • May be required to perform user and organizational level maintenance on assigned support equipment, including inspection, repair, modification, and corrosion prevention. Inventories, controls, stores and repairs 780 equipment. Accomplishes and reviews non-powered AGE and 780 equipment records relating to assigned equipment.

  • Provides data for aircraft maintenance historical records, complete maintenance data collection, man-hour accounting, and other forms as required. Assists the aircraft maintenance supply function in identifying parts and stock numbers and obtaining necessary parts and tools to perform assigned duties.

  • Instructs, directs, and assigns maintenance repair tasks to drill status guard members. Observes work and ensures compliance with standard procedures and applicable technical publications.

  • Complies with safety, fire, security, and housekeeping regulations. Ensures that material and equipment are properly stored, protected, maintained and secured.

  • Prepares for and participates in various types of readiness evaluations such as MEI, ORI, IG and UE inspections, mobility and command support exercises. May be required to perform such additional duties as structural fire fighting, aircraft fire/crash/rescue duty, security guard, snow removal, munitions loading and handling, heavy equipment operator, maintenance of facilities and equipment, or serve as a member of a team to cope with natural disasters or civil emergencies.

  • Performs other duties as assigned.

The basic qualification requirements are indicated below.  These requirements must be met in addition to all military requirements and selective placement factors indicated in order to be considered qualified for this position.  Applicants selected for a position at a trainee level will be promoted non-competitively upon completion of the established Individual Development Plan (IDP) along with the recommendation of the supervisor.

GENERAL EXPERIENCE: Experience, education or training which has provided the candidate with the skill to remove and replace aircraft parts, accessories, and components, and to make adjustments and settings according to established specifications. Must be skilled in the use of hand tools and test equipment.

SPECIALIZED EXPERIENCE (WG-10): Eighteen (18) months of specialized experience must include the following KSAs: (Each KSA should be addressed separately in writing as it applies to the Duties and Responsibilities.)

a. Skills in installing, adjusting, aligning, troubleshooting parts, subassemblies and components and functionally testing the various major and minor mechanical and pneudraulic systems on an aircraft during overhaul or modification.

b. Ability to do diversified work with tools and equipment, requiring extreme caution in maintaining close dimensions.

c. Skill to align, adjust, and rig systems and controls after the replacement of parts, components and major repairs.

d. Ability to diagnose trouble and determine remedy where overall knowledge of all systems of aircraft is required.

e. Ability to inspect aircraft, determine mechanical deficiencies and analyze results.

f. Ability to interpret instructional material, schematics and specifications for complex mechanical problems on assigned aircraft.

S
PECIALIZED EXPERIENCE (WG-08): Twelve (12) months of specialized experience must include the following KSAs: (Each KSA should be addressed separately in writing as it applies to the Duties and Responsibilities.)

a. Skills in the use of common hand tools to make mechanical repairs.

b. Skills removing and installing aircraft parts, components and accessories with detailed guidance.

c. Ability to follow detailed instructions in making routine, re-occurring repairs and modifications to aircraft parts, subassemblies and components, e.g. such as jacking and leveling aircraft, installing and adjusting engines, landing gear assemblies, instrument panels, and flight control systems.

d. Ability to diagnose trouble and determine remedy when a thorough knowledge is required.

e. Ability to inspect aircraft and determine mechanical deficiencies.

f. Ability to interpret technical publications.

**STATEMENT OF DIFFERENCES**
Duties and responsibilities for the WG-08 are as described in the basic position description for the WG-10. The position has been established at the WG-08 for a temporary period of time to facilitate recruitment. The incumbent selected will perform the duties as described in the basic position description under closer supervision than originally intended. It is anticipated that as proficiency is gain supervisory controls will gradually be lessened and full performance permitted. At such time, recognition will be given to the performance of assigned duties as envisioned in the basic position description.

OTHER REQUIREMENTS:  Must have or be able to obtain a Security Clearance. Must have or be able to obtain a valid state and military driver’s license. Must be able to lift and carry objects weighing up to 20lbs and occasionally 50lbs.

**QUALITY OF EXPERIENCE**
Length of time is not itself qualifying. The applicant's experience will be evaluated on the basis of duties performed rather than strictly on the rank of the individual. The applicant's record of experience, trianing, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position.


SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:

A maximum of 6 months job related education/training in aviation technology may be substituted for specialized experience.

**Applicant's who are substituting education for specialized experience (totally or partially) must submit either an official transcript or statement from the registrar, dean, or other appropriate official of the OPM approved educational institution (military schools & most technical schools included).  Please attach these forms to your application and send them to the Human Resources Office as directed under "How to Apply".**

MILITARY REQUIREMENTS:

This is a Dual Status position.  As a condition of initial appointment and continued retention, the selected applicant must be an actively participating member of the Delaware Air or Army National Guard.

- Military uniform is required to be worn.  Acceptance of this position constitutes agreement with this requirement and is a condition of continued employment.

- Be advised that if selected for a military technician position where membership in a reserve component is a condition of employment and you are receiving a bonus, your bonus will be terminated and may or may not be subject to recoupement.
