This position is located in the Food and Drug Administration (FDA), Office of Operations (OO), Office of Facilities Engineering and Mission Support Services (OFEMS), Real Estate Management Team (REMT), Portfolio and Space Management Branch (PSMB) located in Rockville, MD.  REMT manages the Agency's nationwide lease acquisition and administration activities and develops policies governing real property. REMT is responsible for space that includes office, laboratory, computer facilities, libraries, document file rooms, and other special purpose space.

The Senior Realty Specialist actively supports the customer-orientation progress with the Office of Real Property. The incumbent also serves as a Contracting Officer for FDA's portfolio of facilities nationwide.

 

If selected you will be responsible for:

 

Review, analyze, and implement lease acquisition requirements in the areas of delegated lease acquisition, leasing through GSA, lease management, financial lease analysis, and maintenance and utilization of leased facilities nationwide including FDA Headquarters.

 

Serve as Contracting Officer for delegated lease acquisition of space.

 

Manage highly complex assignments that involve overall lease acquisition, policies, and analyses of a significant volume of leased facilities across the nation due to the unique mission and function of FDA.

 

Serve as Project Officer onserivce contracts, providing oversight to the project.

 

Assist the Team Leader, REMT with direct interface to GSA and FDA component organizations as appropriate for leased property acquisitions and management for field activities.

 

Responsible for real property acquistion project planning in collaboration with staff in DPD and tracking the like of the lease.

 

Prepare programs of requirements (PORs) and Soliciations for Offer (SFOs) to lease space for numerous FDA field components.

 

Analyze, revise and implement imporvements to methodologies used to perform periodic review of all FDA leased and delegated space to assure adherence to FDA and Government policies.

Specialized Experience:

In order to qualify for this position, applicants must possess one (1) year of specialized experience equivalent to the GS-12 level or equivalent band level of responsibility in the Federal Service which has equipped you with the specific knowledge, skill and ability to perform successfully in this position. Specialized experience includes:  implementing lease acquisition, lease management, lease planning, cost and price analysis, and maintenance and utilization of leased facilities nationwide in response to the Real Property Portfolio; developing space policies and standards for Center programs within the Agency; conducting financial analyses appropriate for leased property acquisitions and management;  developing and implementing lease strategies for replacement and/or expanded laboratory and office facilities; and performing assessment review of laboratory and office space and compliance with acceptable maintenance and operations.

 

 

Documenting experience:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.  Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
