The Food and Drug Administration is the regulatory, scientific, public health and consumer protection agency responsible for ensuring that all human and animal drugs, and medical devices are safe and effective, that cosmetics, foods, food additives, drugs and medicated feeds for food producing animals, and radiation emitting devices are safe, and that all such products marketed in the United States are adequately, truthfully and informatively labeled and safely and properly stored, transported, manufactured, packaged and regulated.  FDA's programs are national in scope and effect, and the Agency's activities have a direct and significant impact on multi-billion dollar industries, in addition to protecting the health and safety of American consumers.  The work of the Agency is carried out by a staff of over 9,000 scientists, physicians, regulatory and other personnel stationed throughout the United States.

Executive level compensation package is commensurate with qualifications and experience, which may result in a higher salary than reflected above.

MAJOR DUTIES:The Director, Office of Research (OR), is a critical and key leadership position within CVM.  The Director serves as the primary advisor to the Director, CVM, on matters pertaining to veterinary research and regulatory science which impact Center policy, direction and long-range program goals.  The Director also serves as a member of the Center Leadership Team responsible for oversight of Center operations and policy development. 


The Director, OR, provides scientific leadership and direction, through subordinate division directors, for FDA's veterinary research.  The Director is responsible for the leadership of approximately 85 employees, consisting of an interdisciplinary scientific staff which includes veterinary medical officers, biologists, microbiologists, chemists, as well as animal care takers, support and contractors.  Several of the scientific staff are Senior Biomedical research (SBRS) members, who are an elite group of world-renowned scientists in the areas of biomedical research and clinical/product research evaluation.


The incumbent directs the Office of Research in its development and validation of quantitative and qualitative analytical procedures for detecting drugs, additives, and contaminants in animal tissues and feed; development of models for determining the safety and efficacy of veterinary drugs and food additives in domestic animals; and development of methods and research to address emerging national and/or international veterinary human health issues.  To this end, the incumbent provides oversight of the National Antimicrobial Resistance Monitoring System (NARMS) program and coordinates the work of the FDA/CVM, Centers for Disease Control and Prevention (CDC), and the U.S. Department of Agriculture (USDA).  Oversight is also provided for the Veterinary Laboratory Investigation and Response Network (Vet-LIRN).  This program will coordinate facilities, equipment, and professional expertise of government and veterinary diagnostic laboratories across the country and Canada to respond to high priority chemical and microbial feed/drug contamination events.


The Director, OR, represents the Center in the scientific community, both domestically and internationally, and with other Government organizations that share mutual responsibilities and interests in the field of veterinary medical science.  The Director serves as a liaison with nationally and internationally recognized authorities and organizations whose scientific studies, investigations, and interpretations impact FDA/CVM mission and programs.  Also, the Director evaluates the adequacy of research resources available to the Center and initiates action as appropriate to enhance the CVM scientific posture by promoting optimum utilization of the grants contracts mechanism, interagency agreements, and international scientific collaboration under Public Law 480 and related statutes.


The incumbent should possess a high degree of expertise and health prominence, and a distinguished record of accomplishment in the field, such that he or she can readily command the respect of national and international human and animal health organizations with an emphasis on research and development that is applied to increase global health impact.

Basic Qualifications for AD-0602 (Medical Officer): Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation.  A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country. 


In order to satisfy all of the the specified requirements, you must submit narrative responses addressing the Mandatory Technical Qualifications (MTQs) and the Executive Core Qualifications (ECQs) outlined below.


Mandatory Executive Core Qualifications
