This position will be with the Directorate of Family Morale Welfare and Recreation Child Youth School Services, under the Supervision of The Devers Middle School and Teen Center Director.

SUPERVISORY CONTROLS:

Performs duties under the general direction of the Youth Program (YP) Director. Incumbent’s work is evaluated in terms of compliance with program standards as measured against established CYS Services metrics as well as participant enrollment; accomplishments; and effectiveness of the workforce preparation program.

MAJOR DUTIES:

Manages all aspects of CYS Services’ youth workforce preparation component to include the development and implementation of the HIRED! youth “work/study” Program. Works collaboratively with Garrison Family and Morale, Welfare & Recreation (FMWR) activity program managers to identify and establish HIRED! partner location sites within FMWR programs. Works in conjunction with the FMWR Partnership Specialist to ensure quality and consistency of and support for the Garrison HIRED! Program.

Implements four 12-week-long HIRED! Program apprentice terms annually at designated FMWR partner location sites to include processing apprentice recruitment actions, reviewing timesheets, and arranging for appropriate stipends. Monitors teens’ progress through on-site observation at least twice per term and frequent communication with teens and participating FMWR program activity managers.

Conducts meetings with participating MWR activity managers and observes and evaluates the implementation on the HIRED! Program at each location a minimum of twice per 12 week term to ensure consistency in the delivery of the program and a quality work experience/environment for HIRED! Program apprentices. Provides accountability for performance of partner organizations where applicable.

Conducts outreach and recruitment of teens into the HIRED! Program by hosting and/or participating in annual community job fairs and partnering with local secondary education institutions.

Collaborates with MWR Marketing to prepare and distribute HIRED! Program marketing plan and promotional materials.

Organizes and facilitates regularly-scheduled, comprehensive youth workforce-preparation trainings, workshops and briefings using CYS Services partner-organization curricula. Assists YP Director in registering and maintaining the program as a Boys & Girls Clubs of America (BGCA) CLUB Service site and ensures all eligible teens receive CLUB Service education scholarships.

Arranges for subject-matter experts to conduct/support specialized training. Works with YP Directors, FMWR partners, and local Civilian Personnel Assistance Centers (CPAC) to coordinate employer-targeted training. Delivers mandatory youth-targeted training topics to HIRED! Program apprentices. Analyzes feedback of training evaluations and interprets the results in terms of program strengths and weaknesses, while working with management to prepare and improve action plans.

Submits HIRED! Program data monthly to FMWR Partnership Specialist

At a minimum a high school diploma or equivalent GED certificate, but an Associate’s Degree or higher is strongly preferred; Experience in training adults is highly preferred; The ability to communicate effectively orally and in writing; Positive interpersonal-relations skills; The ability to plan and organize, gather pertinent data, analyze problems, and identify solutions; and At least twelve (12) months experience in youth development to include daily program planning and delivery of services; Knowledge and competency with standard office software (e.g., Microsoft Word, Excel and PowerPoint)
