JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:
 
This job provides the opportunity to support the mission of the Corpus Christi Army Depot; which is to overhaul, repair, modify, retrofit, test and modernize helicopters, engines and components for all services and foreign military customers. The Corpus Christi Army Depot (CCAD) is the Army's Center of Industrial and Technical Excellence for Rotary Wing Aviation Maintenance and is the world's largest helicopters overhaul and repair facility. CCAD serves as the depot training base for active duty Army, National Guard, Reserve and foreign military personnel. We also provide worldwide on-site maintenance services, aircraft crash analysis, lubricating oil analysis, and chemical, metallurgical and training support. Positions include those providing support to the maintenance of helicopters in a variety of shops or in an office setting.

Responsible for the completion of assigned end item products and the accompanying revenue generation.  Directly responsible for the disassembly, assembly and test of assigned end items.  Coordinates with other providers for processes not directly owned/controlled.  Directs the operations of an rotary wing manufacturing process division with subordinate branches each with responsibilities and functions for depot level maintenance in support of specific aviation systems to include aircraft components, assemblies, and sub assemblies, as well as special production processes and services of a large directorate.  Manages assigned initiatives focused toward continuous improvement using Lean Thinking, Six Sigma, and Methods Improvement tools and techniques.

Specialized Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.  Specialized experience is defined as, at least one year of specialized experience equivalent to at least the GS-11 level which includes: (1) Responsibile for production outcomes and exercises continuing operational responsibility and authority and experience in determining, coordinating, and directing work operations and functions by use of subordinates to achieve both immediate and long term goals and objectives. (2) Experience establishing timelines and monitoring assignments, recommending changes and determining resources needed to maintain set deadlines. (3) Experience in developing a business plan to include phasing of revenue, expenses and resulting profit or loss with a comprehensive understanding of the Army Working Capital Funded (AWCF) process.  (4)  Ability to determine and propose organizational changes, such as those involving basic position structures, shops, branches, and/or divisions; finding ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, and improve business practices.

 

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
    -Knowledge of overhaul, repair/recapitalization programs for rotary wing components

    -Knowledge of working capital and industrial funds

    -Communication

    -Supervisory and Managerial Experience
 
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-11 grade (or equivalent).
