This position may be filled at the GS-09 or GS-11 level.


This position is located in an information management organization.  The purpose of this position is to serve as a systems administrator on one or more of the systems maintained/administered throughout the state.  The systems administered involve multiple computers that use multiple operating systems.  The incumbent is responsible for installing and testing the system security configuration and monitoring, operating, troubleshooting and maintain server hardware and software.  The position will also serve as a member of a team of systems administrators receiving guidance from the team leader.

Develops, modifies, and tests overall system backup and recovery strategies for assigned systems.  Interacts with peers and vendors to resolve hardware and software problems.  Provides technical assistance and advice to personnel involved in system design, programming, database design, and modifying commercially developed software.  Provides systems support on personal computer, mini-computers or main frames.  Assist in the installation and configuration of hardware and software applications.  Schedules the installation of new or modified hardware, operating systems, and software applications.  Manages the flow of data between various tiers of the architecture.  Performs security management in accordance with National Guard Bureau (NGB) regulations and state policies.  Review and implements local policies regarding system access, network rights, and physical access to systems and equipment.  Troubleshoots problems and implements changes on multiple computer platforms.  Diagnoses system failures to isolate source of problems between equipment, systems software, and application programs.  Advises staff on issues pertaining to operating systems and hardware status.


This position may be filled at the GS-09 or GS-11 level.  The individual selected for this position may be promoted to the target level without further competition upon meeting any and all legal and regulatory requirements.

General ExperienceExperience, education, or training which the candidate demonstrates a basic knowledge of data processing functions and general management principles that enables the applicant to understand the stages required to automate a work process.  Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.



Specialized Experience: (GS-09) - 24 months experience in which the applicant demonstrates:

1.  Experience with system performance monitoring software and procedures to monitor system performance, peak usage times, etc.

2.  Experience with network configuration techniques, computer equipment and assigned system software to determine source of failures. 

3.  Experience that provided knowledge of computer systems and information transmission systems standards and equipment sufficient to install, configure, upgrade and trouble shoot hardware and software components.

4.  Experience applying systems administration methods and procedures and performance monitoring methods sufficient to schedule, monitor and verify the integrity of systems installation, backups, recovery, and security.


Specialized Experience:  (GS-11) - 36 months experience in which the applicant demonstrates:

1.  Experience with a variety of operating systems (ex. Windows NT, Windows 2000, Windows XP, Unix etc.) on desktop and server; project management techniques and tools sufficient to provide technical guidance.

2.  Experience in troubleshooting problems and implementing changes on multifaceted and interdependent computer platforms.

3.  Experience with a wide range of IT standards, principles, concepts, methods, polices and authorized approaches.

4.  Experience using performance tuning tools and techniques that are used to optimize systems functionality in order to meet installation systems requirements.

5.  Experience modifying application code and devising software patches or workarounds, documenting problems and advising the responsible party on support issues.


SUBSTITUTION OF EDUCATION: NOTE: College Transcripts are required if you wish to use Education as a substitution for experience or if a degree is a requirement for the position.  A copy of the transcript must be submitted with the Job Application. Study successfully completed in a college, university, technical or vocational school may be substituted for experience at the rate of one year of study (30 semester hours or 20 classroom hours of instruction per week) for 6 months of experience.  Courses must be directly related to the work of the position.  Maximum credit is 6 months of specialized experience.


This position is being announced in accordance with state merit promotion procedures and collective bargaining agreement. Wearing of the appropriate military uniform is required while employed in this position. Permanent change of duty station (PCS) funds are not available.

Successful applicant will be assigned to a compatible military position in an appropriate unit of assignment in the Ohio National Guard.
