The position is located in Quantico, VA at  the Memorial Affairs Systems Operations Office. You will serve as a member of the Office of Enterprise Development & Office of Information and Technology. You will serve as subject matter expert in the various areas of Information Technology and Systems Administration. Your superior knowledge and background will result in the extensive delegation of highly complex and technical work assignments in support of the organization and other departmental operating elements. Such work assignments would require the acquisition of outside expertise from commercial sources to accomplish. You will report to the Director, Memorial Affairs Program Executive Office and is a technical resource responsible for tile performance of a multiplicity of diversified and highly technical functions and program efforts.

The major duties and responsibilities include:

· Implement and maintain security and systems management of Quantico RPC Windows2003 Intel based servers in an Active Directory environment supporting NCA.

· Develops, plans, and evaluates equipment needs and makes recommendations. Schedules the installation of new and modified hardware/software, managing accounts, network rights, and access; monitors system performance and prepares documentation of existing configurations.

· Experience with Windows2003, active directory, organizational units, group policy objects(GPO), IBM ISS Host Intrusion Prevention Systems (HIPS) and Network Intrusion Prevention Systems (NIPS}, AD-integrated DNS, Clustered Microsoft Exchange 2003/2007. Microsoft Systems Management Server 2003, Microsoft Internet Information Server, McAfee EPO and Antivirus. STAT I Patchlink Guardian, Tivoli Backup Systems. BlackBerry Enterprise Server, creating logon /startup scripts.

· Domain administrator functions and optimizing and troubleshooting file system resources.

· Adequately assist a diverse customer base with the following components. Microsoft Windows XP. Word, Excel, Outlook, Internet Explorer, web based applications. printing, desktop network configurations, VPN's, peripherals and security.

Work Schedule: Full-time Employment Monday - Friday 8:00 AM - 4:30 PM

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.


This position involves a multi-grade career ladder. The major duties listed above represent the full performance level of GS-13. At the GS-12 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

For the GS-12 grade level: you must also have one year of specialized experience equivalent to the next lower grade level (GS-11).

Specialized experience includes: Must have detailed working knowledge and experience with IBM and Dell server hardware. Microsoft and myriad vendor software and components that make up a Windows Active Directory domain and typical network services and resources to include, disk array configurations, Microsoft cluster services, Microsoft Network Load Balancing, tape drives/autoloaders, network connectivity with transmission control protocol/internet protocol (TCP/IP) and other protocols. Implements and maintains security and systems administration of Quantico ITC Windows Intel based servers, design, configure and manage virtual machines (VM's); manage windows active directory systems; perform a wide range of IT security services.

For the GS-13 grade level: Applicant must have one or more years of specialized experience equivalent to the next lower grade level (GS-12).

Specialized experience includes: Extensive working knowledge of information systems, business operations and requirements analysis, and integration/design of client solutions with business partners leads to the development and growth of the business through effective use of technology. Mastery knowledge and experience with hardware, software and network components that make up a windows 2003 Active Directory to include: Windows 2003, active directory, organizational units, group policy objects (GPO), IBM ISS Host Intrusion Preventions Systems (HIPS) and Network Intrusion Prevention System (NIPS), AD-Integrated DNS, Clustered Microsoft Exchange 2003/2007, Microsoft Systems Management Server 2003, McAfee EPO and Antivirus, STAT/Patchlink Guardian, Tivoli Backup Systems, Blackberry Enterprise Server, disk array configurations (RAIDO-RAID5) and tape drives/autoloaders.

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
