Every day, our Supervisory Contract Specialists are responsible and accountable for the management, administration, and technical direction of the Contracting Branch with the USCIS Contracting Office; assign work to subordinates based on priorities, selective consideration of the difficulty and requirements assignments and the capabilities of employees and continually observe and evaluate effectiveness of operations.

 

This position of SUPERVISORY CONTRACT SPECIALIST (ASSOCIATE CHIEF, MISSION SUPPORT ACQUISITIONS) starts at a salary of $96,690.00(GS-14 step 1), with promotion potential to $125,695.00 (GS-14 step 10).  Apply for this exciting opportunity to become a member of the Office of Contracting, Williston, VT within DHS US Citizenship and Immigration Services.

As a Supervisory Contract Specialist (Associate Chief, Mission Support Acquisition Division), you will supervise a staff of contract specialists responsible for the acquisition of equipment and services of significant importance to the agency. You will:

  • Review contract actions with estimated value of $3K - $5M
  • Provide administrative and technical supervision for a team of mostly junior contract specialists
  • Oversee a high volume of small dollar actions which support both field office and headquarters requirements
  • Serve as primary Contracting Officer for the 1st line staff consisting of both pre-award and contract administration functions
  • Provide contracting support to several customers and program offices on numerous requirements

Basic Education Requirement: A 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Note: Transcripts are required to show proof of meeting the above education requirement.

AND

Completion of mandatory training Federal Acquisition Certification-Contracting (FAC-C issued by the Federal Acquisition Institute (FAI) or equivalent to Level 3.

AND

GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, equivalent to at least the GS-13 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:

  • Developing, implementing and reviewing complex contracting plans for pre-award, post-award, price/cost analysis and a wide variety of procurement activities.
  • Providing technical advice, guidance and legal interpretations in all areas of contracting.


Probationary Period: You may be required to serve a probationary period of 1 year.

The qualifications for this position must be met by 11:59pm (Eastern Time) on the closing date of this announcement (Friday, May 10, 2013).

Travel: You will be required to travel occasionally.

 

Supervisory/Managerial Probationary Period:  You may be required to serve a twelve-month probationary period upon appointment to this position.  You may also be required to complete an appropriate supervisory training course within the one year of assignment to this position.
