JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

This job provides the opportunity to support the mission of the Corpus Christi Army Depot; which is to overhaul, repair, modify, retrofit, test and modernize helicopters, engines and components for all services and foreign military customers. The Corpus Christi Army Depot (CCAD) is the Army’s Center of Industrial and Technical Excellence for Rotary Wing Aviation Maintenance and is the world’s largest helicopters overhaul and repair facility. CCAD serves as the depot training base for active duty Army, National Guard, Reserve and foreign military personnel. We also provide worldwide on-site maintenance services, aircraft crash analysis, lubricating oil analysis, and chemical, metallurgical and training support. Positions include those providing support to the maintenance of helicopters in a variety of shops or in an office setting.

As a Senior Systems Engineer direct a team of senior and junior systems engineers, equipment specialists, and technicians/technical support personnel with responsibility for assessing requirements and technical and economic feasibility of acceptance of new workloads. The incumbent plans, directs, organizes, coordinates, and integrates research and development programs for large scale equipment systems. Incumbent will serves as Team/Directorate representative to several high level working groups involved in evaluation and selection of advanced process and test equipment. Prepares and presents organizational equipment requirements at meetings and conferences. Provide services that affect the conceptual design and development of complex systems for production processing and testing for overhaul and repair of rotary wing aircraft and components. Plan for future plant operations requirements, including maintenance, and ultimate replacement of equipment to improve capabilities to support the depot mission. Establishes performance standards and evaluates work performance of subordinates. Explains work procedures and methods as needed and answers technical questions concerning the work.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.  Specialized experience is defined as: (1) an ability to provide advisory and consulting services on unusual problems in regard to selection and evaluation of required tools, special tools, and equipment used in aeronautical and the manufacturing and repair of aircraft; (2) the ability to recommend extensive special tooling and/or special equipment modification to meet changing requirements or new workloads; (3) recommend modification or cancellation of programs due to capacity or capability of assigned tooling, special tooling, special equipment, or systems; (4) select between competing alternative engineering solutions based on cost of operation and sustainment as well as system performance; (5) knowledge of technical manuals and handbooks in order to apply, adapt, and modify equipment, tooling, or systems for the purpose of solving wide ranging and sometimes controversial tooling issues; (6) manage and lead an engineering and technical team in support of a production activity. (This experience must be well-described/documented in the application/resume you complete and submit and will be verified.)

 

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

    ·         An ability to provide advisory and consulting services on unusual problems in regard to selection and evaluation of required tools, special tools, and equipment used in aeronautical and the manufacturing and repair of aircraft.

    ·         The ability to recommend extensive special tooling and/or special equipment modification to meet changing requirements or new workloads.

    ·         Recommend modification or cancellation of programs due to capacity or capability of assigned tooling, special tooling, special equipment, or systems.

    ·         Select between competing alternative engineering solutions based on cost of operation and sustainment as well as system performance.

    ·         Knowledge of technical manuals and handbooks in order to apply, adapt, and modify equipment, tooling, or systems for the purpose of solving wide ranging and sometimes controversial tooling issues.

    ·         Manage and lead an engineering and technical team in support of a production activity.

    Time in Grade Restriction: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.


    Basic Education Requirements:

     

    Have completed a professional engineering degree in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering

    curriculum. NOTE: THIS DOES NOT INCLUDE ENGINEERING TECHNOLOGY. (NOTE: You must attach a copy of your transcripts for verification of your education).

    OR

    Have completed a professional engineering degree which includesdifferential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering

    science or physics, such as optics, heat transfer, soil mechanics, or electronics. (NOTE: You must attach a copy of your transcripts for verification of your education).

    OR

    Have a combination of education and experience. I have college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying

    professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering AND I have a professional engineering license/registration. Those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely

    related to the specialty field of their registration. (NOTE: You must attach a copy of your transcripts for verification of your education).

    OR

    Have a combination of education and experience. I have college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying

    professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering AND I have successfully passed the engineer-in-Training (EIT) examination. (NOTE: You must attach a copy of your transcripts for verification of your education).

    OR

    Have a combination of education and experience. I have college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying

    professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering AND Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described above. (NOTE: You must attach a copy of your transcripts for verification of your education).

    OR

    Have a combination of education and experience. I have college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying

    professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering AND Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in

    lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.     appropriate documentation to support your eligibility under these criteria; AND, you must attach a copy of your transcripts for verification of your education).
