This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-14 duties for the Professional work category are at the Senior work level and are equivalent to those at the GS-14 level.  The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

MAJOR DUTIES FOR INTELLIGENCE SPECIALIST, GG-0132-14

 

  • Serve as a senior advisor and primary consultant on intelligence support and leads a wide variety of complex and non-routine analysis and intelligence projects/programs/teams to support acquisition development and system sustainment.
  • Use intelligence operations disciplines including Imagery Intelligence (IMINT), Signals Intelligence (SIGINT), Human Intelligence (HUMINT), Measurement and Signatures Intelligence (MASINT), and Open-Source Intelligence (OSINT) to oversee, coordinate, monitor, and evaluate the application of multi -source information to affect capability analysis, system design, or modification recommendations.
  • Use a mastery of intelligence principles, concepts, and procedures to test, evaluate, discover and advocate in support of acquisition intelligence requirements. 
  • Perform detailed analysis of complex data sets to uncover intelligence gaps and then create corresponding production requirements to proactively establish new requirement links from the acquisition to the Intelligence Community (IC).
  • Identify needs, requirements, and solutions to resolve organizational problems, and establish milestones and goals to track resolution.

 

ADDITIONAL INFORMATION: This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. SPECIALIZED EXPERIENCE:  Applicants must possess at least one year of specialized experience equivalent to at least the next lower qualifying pay band or equivalent grade under the General Scheduled (GS/GG) pay systems or other pay systems that demonstrates the knowledge, skills, and competencies needed to perform the duties of this position.  Specialized experience is defined as providing advice on, administering, supervising or performing work in the collection, processing, reporting, analysis, evaluation, interpretation, and dissemination of information and/or products on political, economic, social, cultural, physical, geographic, medical, scientific, or military conditions, trends, and forces in foreign areas which directly or indirectly affect national security and includes application of acquisition intelligence concepts, principles, processes and practices.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

 

1. Knowledge of the intelligence cycle and intelligence policy and guidance, and the structure, organization, roles and missions, and inter-relationships of the national (IC), Department of Defense (DoD), and United States Air Force (USAF).

2. Knowledge of acquisition policy and guidance and the role intelligence plays throughout a weapons systems life-cycle; Acquisition Intelligence mission and strategy; and the roles and responsibilities of Air Force Material Command’s (AFMC) field intelligence offices in support of USAF acquisition enterprises.

3. Knowledge of training principles, practices, methods, and programs related to curriculum development and instructional techniques to include use of technology for design and delivery of training.

4. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing intelligence requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients.

5. Skill in working out solutions to problems, writing clear and concise intelligence products, developing organizational policy and strategy, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes; and quickly assimilating disparate data, rendering knowledgeable and accurate assessments of the implication of such data, and making decisions, estimates, and recommendations under conditions of urgency and pressure.

6. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure and present and/or justify a position effectively.

7. Ability to communicate clearly, concisely, with technical accuracy, both orally and in writing, and to negotiate difficult or controversial issues.

 

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. 


ADDITIONAL CONDITIONS OF EMPLOYMENT:

 

1. The incumbent must be able to obtain and retain a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access. A non-disclosure statement must be signed.

2. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.  Employee must pass initial and random, short-notice drug testing.

3. Travel and relocation expenses will be paid.

4. May be required to travel on military or commercial aircraft to perform temporary duty.

5. May be required to be away from home in a travel status 1 to 5 nights per month.

6. May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
