This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS).  The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level.  The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

MAJOR DUTIES for INVENTORY MANAGEMENT SPECIALIST, GG-2010-11

 

·   Apply a wide range of supply principles, concepts and methodologies in analyzing and reviewing Electronic Key Management System (EKMS) COMSEC reports and evaluating trends in COMSEC accountability inventories error transactions  Perform audits of COMSEC records, resolving discrepancies relating to the movement of serviceable equipment to installation organizations and initiating appropriate corrective actions

·   Resolve procedural problems associated with timely deliveries and lead times to meet customer needs.  Resolve non-routine supply shipments to meet emergency operational or new installation requirements and appropriately approves loans or issues or critical equipment and key material

·   Review and analyze reported usage, post program reported users and other applicable material to accurately determine and projected requirements and demand quantities.  Monitor and evaluate usage transactions and fluctuations, track the timing of reorder actions, verify cost changes for equipment and accessories, promptly adjust lead times as necessary or take other appropriate actions to ensure items are available when required.

·   Analyze and resolve difficult issues and problems involving processes, work methods, data management and operational procedures or problems resulting in timely delivery of services to meet the needs of the customers and the government.  Distribute required key material in support of managed equipment in the form of paper tape key, firefly key and electronically transmitted key material

·   Analyze changing situations affecting quantitative requirements such as technological or engineering changes, component parts interchangeability, changes in agency programs or projects and changes in issue or asset trends.  Initiate timely and proper acquisition actions for assigned items for both initial and follow-on requirements involving various contractual procedures, documents and agencies insuring adequate item data and justification

 

ADDITIONAL INFORMATION:  This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS.  This position is in the Excepted Service.

SPECIALIZED EXPERIENCE:  Applicants must possess one year of specialized experience at the next lower qualifying pay band or equivalent grade under the General Schedule (GS/GG) pay system or other pay systems.  To be creditable, your resume must further reflect specialized experience, demonstrating quality in the knowledge, skills, abilities and competencies to meet the requirements of the position being filled.  Specialized experience is experience gained while managing, regulating, coordinating, or otherwise exercising control over supplies, equipment, or other material.

EDUCATION:  Three full years of progressively higher level graduate education in a field related to the position being filled.

 

OR

 

Combining Experience and Education: Equivalent combinations of successfully completed graduate level education and experience are also qualifying.  If education is used to meet specialized experience requirements, then such education must include courses directly related to the work of the position being filled.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 

 

1. Knowledge of established supply system, Dept of Defense COMSEC accounting principles and EKMS; a broad range of supply program relationships and interrelated processes; commonly applied inventory management principles, procedures, techniques and practices; specialized analytical methods and techniques to resolve difficult inventory management issues and problems; and the skill to interpret, adapt and apply inventory management guidelines. 

 

2. Knowledge of acquisition processes; automated records; control systems and storage, issue and disposal processes; budgeting, procurement and funding processes related to inventory management functions and the specialized needs of the programs or operational areas supported.

 

3. Knowledge of Electronic Key Management System, LMD/KP platform hardware, software, SCO Unix operating system, Local COMSEC Management Software (LCMS) and Key Management Infrastructure Management Client.

 

4. Ability to communicate both orally and in writing.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

·        Position is designated critical-sensitive and incumbent must be able to obtain and maintain a top secret security clearance with access to Sensitive Compartmented Information (SCI).  A non-disclosure agreement must be signed. 

·        Position is designated as Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.  Employee must pass initial and periodic short notice drug testing.  Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air force, national security and public safety.  Appointee must sign a statement acknowledging the position occupied is a TDP.

·        Travel on military or commercial aircraft may be required in the performance of temporary duty.

·        Must successfully complete required 3-week EKMS/COMSEC Manager training course and/or posses the equivalent on-the-job COMSEC experience IAW Air Force, Army, Navy or NSA regulations.

·        May be required to work short-/no-notice other than normal duty hours, which may include evenings, weekends and/or holidays.
