This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-6. At the GS-5 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-6. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

The Medical Reimbursement Technician position is located in the North Central Consolidated Patient Account Center (NCCPAC) at the Veterans Affairs Medical Center, Madison, Wisconsin. The employee is responsible for performing duties to achieve the expected results for medical billings and reimbursable and non-reimbursable collections. Duties include, but may not be limited to the following:

  • Performs verification of patient insurance coverage.
  • Obtains patient insurance information through automated databases, direct patient contact and contact with insurance companies.
  • Verifies benefits, policy number, pre-certification requirements, and effective dates of coverage.
  • Updates and maintains patient information in an electronic database.
  • Generates monthly reports as required.
  • Obtains required information and coordinates completion of forms with patients, staff and providers.
  • Responds to patients' questions, explaining eligibility requirements, insurance provisions, and billing and payment procedures.
  • Assists as needed with third party collection from insurance companies and accounts receivable functions.
  • Performs other related duties as assigned.

Work Schedule: Monday - Friday, 8:00 am to 4:30 pm.

SPECIALIZED EXPERIENCE GS-5: Applicants must possess (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-4 level in Federal service. Examples of qualifying specialized experience include: possessing knowledge of the administrative laws, policies, and regulations applicable to health care financial management administration; possessing knowledge of coding utilizing the International Statistical Classification of Diseases and Related Health Problems (ICD-9), Current Procedural Terminology (CPT) and the Health Care Common Procedural Coding System (HCPCS), to ensure accurate billing; knowledge of eligibility, income screening; working knowledge of accounting and collection functions; experience with third party insurance policies; and utilizing a wide range of software applications such as Microsoft Access, Excel and Word to prepare complex documents.

A full year of work is considered to be 35- 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (Transcript Required): Successful completion of (4) years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university.

COMBINING EDUCATION AND EXPERIENCE (Transcript Required): Combination of successfully completed post high school  education and experience may be used to meet total qualification requirements.

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

  • Knowledge and understanding of laws, rules, regulations, policies and directives applicable to health care financial management.
  • Knowledge and understanding of health care support functions and operations such as billing, collections, registration, admissions, insurance verification, and financial reporting.
  • Ability to plan and organize diverse work activities with conflicting deadlines and priorities.
  • Ability to communicate effectively.

PHYSICAL REQUIREMENTS: The work may require some physical effort such as, periods of standing, walking, or bending. There are no special physical demands.

Applicants will be ranked based on four quality groups, as follows:

  • Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
  • Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
  • Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
  • Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
