This position is located in the United States Property and Fiscal Office (USPFO), Joint Forces Headquarters (JFHQ), Montgomery Alabama.

  • Serve as the technical expert for governmental accounting principles, policy, concepts and management;
  • Develop and implement on-site adaptations to the accounting system to allow more effective interface with other automated systems;
  • Produce accounting information such as financial statements, reports, and other information for state, National Guard Bureau (NGB), and the Defense Finance and Accounting Service (DFAS) managers;
  • Provide USPFO, National Guard Bureau (NGB), Defense Finance and Accounting System (DFAS), Department of Treasury and senior level management with accurate and timely financial data tailored to meet program and information requirements concerned with force structure, mission. and troop strength;
  • Design database queries written for a variety of software applications and automated systems (i.e. Standard Query Language)
  • Perform various supervisory duties for staff.

BASIC REQUIREMENTS FOR ALL GRADES:

A. Have a degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The twenty-four (24) hours may include up to 6 hours of credit in business law;OR

B. Have a combination of education and experience--at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

NOTE: You must submit a copy of your college transcript or a list of credit hours earned in qualifying accounting courses to quality. An official and/or unofficial copy of transcript will be accepted.

ADDITIONAL QUALIFICATION REQUIREMENTS:  In addition to meeting the BASIC QUALIFICATION REQUIREMENTS candidates must also:

Have one year of specialized experience, equivalent to the GS-9 level in the Federal service, planning, developing, analyzing and designing financial accounting system/computer specifications; analyzing accounting documents, records, reports and procedures, ensuring compliance with accounting principles, operating procedures and regulations; designing database queries for a variety of software applications and automated systems; providing senior management with financial data in compliance with organizational requirements; performing various supervisory duties (e.g. approve/disapprove leave, recommend promotions, assign work), etc.

CONDITION(S) OF EMPLOYMENT:

1. Selectee must pass and maintain a favorable National Agency background check.

2. Permanent Change of Station (PCS) is not authorized.

3. Comp time in lieu of Overtime.

4. Workdays: Tuesday - Friday, 6:00 a.m. to 6 p.m.
