  • As Chief, Workload Analysis Division, supervises five to seven GS-511-14 auditors. Exercises supervisory personnel management responsibilities including selecting or recommending selections, advising and counseling employees, evaluating performance, identifying training, recommending recognition, initiating action to address performance or conduct problems, responding to employee concerns, encouraging teamwork and ensuring appropriate work environment.
  • Plans, organizes, and directs the activities of the division. Plans studies and analyses related to organizational and workload issues. Ensures that division activities support the performance of audits in accordance with Generally Accepted Government Auditing Standards (GAGAS).
  • Maintains over-arching responsibility for the Agency’s management information system. Develops and monitors performance measures used to evaluate agency progress against long and short-term goals. Monitors and evaluates field office planning, programming and scheduling of audit performance.
  • Manages the agency planning process. Develops the annual agency-wide programs objectives, ensuring agency priorities are appropriately addressed. Project short and long-range strategies. Ensures the agency’s long-term goals are reflected in agency budget requests and justifications.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions,

Basic Requirements:

Degree:  accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours in accounting (may include up to 6 hours of business law).


Combination of education and experience:  4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor.

Specialized Experience:

In addition to meeting the basic requirements, you must have one year of specialized experience at the GS-14 or equivalent level.

Specialized experience includes:

  • Leading or directing the activities of an audit team or audit program AND
  • Developing audit plans for an organization or a program AND
  • Implementing performance measures for an organization and evaluating organizational performance AND
  • Maintaining data in information systems and databases to support management decision-making AND
  • Auditing in compliance with the Generally Accepted Government Audit Standards (GAGAS) and acquisition regulations AND
  • Evaluating processes and recommending improvements resulting in better organizational effectiveness and efficiency

Substitution of Education for Specialized Experience: 

There is no substitution of education for experience at this grade level.

  • Ability to translate strategic priorities and budget constraints into Agency-level workload planning and performance goals.
  • Knowledge of information systems relating to audit management.
  • Ability to use analytical, evaluative methods and techniques to assess programs
    and functions, analyze problems, and recommend solutions.
  • Knowledge of auditing theory, concepts, and principles such as Generally Accepted Government Accounting Standards (GAGAS), Federal Acquisition Regulations (FAR), and Cost Accounting Standards (CAS).
  • Ability to communicate orally and in writing.
  • Ability to lead, manage, and develop people to accomplish organizational objectives.

Probationary Period:  You will be required to serve an initial probationary period of 1 year.  You will be required to serve a supervisory probationary period of 1 year.

Travel:  Frequent travel is required.  Government vehicles are not provided for use by DCAA mobile auditors.
Mobility Agreement:  All DCAA auditors must sign a mobility agreement.  This agreement may require you to be reassigned every five to seven years.
