Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Typical examples of such work include (but are not limited to): experience performing administrative/clerical work in support of a variety of office administration functions such as personnel, records management, procurement, timekeeping, automation, travel, correspondence/reports, etc. These examples are typical of work performed at the next lower grade/level position in the federal service (GS-04).
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

Time in Grade Requirement: Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.
Time in Grade Restriction: For GS-05: Candidates may be advanced without time restriction to positions up to GS-05 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary appointment in the competitive or excepted service.
With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-in-grade requirement for this vacancy.

Education can be substituted for experience:
Successful completion of four years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable at the GS-5 grade level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school (Transcripts are required at time of application.)
Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements.
Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience.
