FLORIDA NATIONAL GUARD

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

This position is located at DCSPER, St. Augustine, FL

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709", and is open to Category 1 & 2 Only. Category 1: All permanent/indefinite military technicians in the Florida National Guard; and Category 2: All current military members of the Florida National Guard. First consideration will be given to Category 1.

 

INDEFINITE APPOINTMENT: This is an obligated position (current occupant is on a Military Tour). If an individual employed in the excepted civil service accepts this position, he/she will receive an indefinite appointment. If a Reduction-In-Force occurs and/or the military tour member reclaims this position, the indefinite appointee will have no reemployment rights to his/her former position or any other position. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.

 

INTRODUCTION: This position is located in the Military Personnel Office (MILPO) of the Army National Guard. The purpose of the position is to serve as the final reviewer and procedural authority of personnel actions submitted to the MILPO by lower echelons.  Work is to be performed in one or more of the following work areas:  Officer or Enlisted Personnel Management (OPM, EPM); Retirement Points Accounting Management (RPAM); Selected Reserve Incentive Program (SRIP); Montgomery G.I. Bill; MOS Medical Review Board (MMRB); Line of Duty (LOD) investigations; and Funeral Honors/Casualty Assistance.

DUTIES AND RESPONSIBILITIES: Serves as a final reviewer of actions, which may include but are not limited to: accessions, promotions, transfers, boards, promotion eligibility; retirement eligibility; and actions that affect eligibility of educational or incentive benefits as well as sensitive, complex cases, which involve: allegations of inequitable, prejudiced, or similar treatment (e.g. issues of fraudulent enlistment or assignment; removal of military member from active or inactive status). Researches and obtains all necessary relevant information regarding cases and issues and provides explanations and interpretations of rules, regulations, procedures, and requirements pertaining to actions taken or recommended. Serves as the primary point of contact, coordinator, and advisor for questions regarding Military Funeral Honors and/or Casualty Assistance.

GENERAL EXPERIENCE:  Must have administrative or clerical experience, education, or training which demonstrates the ability to perform the duties of the position. Experience using computer and automation systems.

 

SPECIALIZED EXPERIENCE:  GS-07 must have at least 12 months experience in the interpretation and application of regulations, procedures or laws. Experience that provided a working knowledge of administrative functions. Experience performing personnel transactions. Experience working independently and setting priorities with very little supervisory control.

  

COMPATIBILITY REQUIREMENTS:  All applications will be considered regardless of Branch/AOC/FA/MOS.  Incumbent will be required to be assigned to and qualify in a compatible military position. The selected individual may be required to attend formal technical school training in a military status. Compatible assignments include: EMOS: 42A.
