DUTIES: The position is located within the Non-VA (Veterans Affairs) Purchased Care Department at the Veterans Affairs Central Western Massachusetts Campus in Leeds, MA. Duties include but are not limited to:

  • Determines administrative eligibility for all Non-VA programs for authorization and claim adjudication;
  • Reviews claim folders and military/medical/administrative records for claim adjudication;
  • Communicates with Veterans Benefits Counselor for changes on disability status;
  • Researches and resolves claim complaints/inquiries from individuals, physicians, etc;
  • Ensures fees are not paid in excess of those approved under contract or by medical rates;
  • Prepares briefs/appeals documenting decision for payment/denial of medical claim;
  • Prepares memorandums and suspension letters;
  • Reviews statistical data and completes monthly/quarterly reports;
  • Audits bills for obligation against appropriated funds
  • Classifies documents as to proper control point, budget object code, cost center, etc;
  • Ensures the technical and clerical correctness of invoices/supporting documentation.


Work Schedule: Monday thru Friday 8:00am – 4:30pm

REQUIRES: One (1) year of specialized experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-4 grade level in Federal service. Examples of specialized experience include: familiarity with accounting/billing procedures, policies, and regulations; reviewing, processing and adjudicating medical claims; familiarity with International Classification of Diseases (ICD) and Current Procedural Terminology (CPT) medical coding; knowledge of medical terminology; utilizing computer accounting systems; collecting and reviewing statistical data; and developing reports. To receive credit for these skills, they must be documented in your resume.




SUBSTITUTION OF EDUCATION: A bachelor's degree or four (4) full academic years of education beyond high school leading to a bachelor's degree from an accredited institution that demonstrates your ability to perform the duties of this position may be substituted for the experience required at the GS-05 grade level. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. If you are using education to qualify, transcripts are required.




COMBINATION: A combination of specialized experience and successfully completed post-high school education that demonstrates your ability to perform the duties of this position is fully qualifying a the GS-05 grade level If you qualify based on a combination, your experience must be documented in your resume and transcripts are required.

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

1. Knowledge of medical billing procedures.

2. Knowledge of medical coding and terminology.

3. Ability to use various computer programs to process medical claims.

4. Ability to communicate effectively.


PHYSICAL REQUIREMENTS/WORK ENVIRONMENT: The work is primarily sedentary in nature. Work may require some physical effort, such as lifting, standing, walking, sitting. There are no special physical demands. Work is performed primarily in an office environment.

Applicants will be ranked based on four quality groups, as follows:

  • Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
  • Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
  • Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
  • Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
