Duties

This position is located within the Research and Development service at the VA New Jersey Healthcare System, East Orange, NJ. Your primary duties are to serve in the capacity as the Administrative Officer and provide a high level of analytical support for both administrative and research services. Your responsibilities are to manage, plan, and develop the total and complex administrative, budgeting, and fiscal duties of the Medical Research Program, supervise the Research and Development staff, formulating policies and plans for various aspects of the Research and Development Service and to provide technical assistance to the Research and Development staff on all relevant laws, regulations and directives effecting Research and Development. Your duties also can include but are not limited to the following:

·       Developing policies for administrative matters, procurement, budget and public relations

·       Provides VA research operations advice and guidance to current and prospective clinician and non-clinician investigators performing studies in several major research program areas

·       Design, develop and implement all accounting, budgeting and management financial reporting systems

·       Develop, refine and implement policies and procedures for the conduct of human subject research that are in accordance with applicable local, state and federal regulatory requirements

·       Utilizes knowledge of personnel management and operations that includes initiating and facilitating the recruitment of new personnel including interviewing candidates, writing position descriptions and performance standards, oversees the completion and review of performance appraisals, staffing, classification, employee relations and leave policies

·       Develop status reports or response materials for review or signature, preparing memoranda, procedures, directives, standard operating procedures

 

Work Schedule: Monday thru Friday - 8am to 4:30pm
