Applicants must be currently enrolled or accepted for enrollment as a student on at least a half-time schedule at a qualifying educational institution in a certificate, degree, or diploma program.

Proof of enrollment will be accepted in the form of letters, records or statements issued from a high school, vocational institution, college or university.
At the GS-04 level:
Applicants must have 1 year of general experience performing clerical, office or other work supporting the gathering and display of statistical and economic information.
2 years of education above high school which included coursework in economics.
Equivalent combinations of post-high school education and experience are qualifying for all grade levels for which both education and experience are acceptable.
