This position is located in the Deputy Chief of Staff (DCS) G-4/DCSLOG, Joint Force Headquarters (JFHQ), Army National Guard (ARNG) Property Readiness Branch.   Supervises subordinates in the Property Readiness Branch.  Its purpose is to plan, organize, review, evaluate and supervise the work of the branch and to perform analysis of supply procedures, services, directives and management functions of the branch.
EXCEPTED POSITION: Alabama Army National Guard membership is required.

ALABAMA ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Alabama Army National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Alabama Army National Guard must be eligible for immediate membership and employment in the Alabama Army National Guard in the military grade listed in this announcement.

AREA OF CONSIDERATION FOR ALABAMA ARMY NATIONAL GUARD POSITIONS:
AREA ONE:
  All permanent Alabama Army National Guard civilian excepted technicians currently employed.
AREA TWO: All drill status/M-day personnel in the Alabama Army National Guard.
AREA THREE: All U.S. Citizens or individuals eligible for membership in the Alabama Army National Guard.
--Performs a full range of supervisory duties. Implements accepted provisions of personnel management such as equal employment, merit promotion, career development, performance appraisals, employee counseling, incentive awards and position management. Selects or contributes to the selection of subordinates. Listens to employee grievances and deals with union representatives as required. Establishes performance standards, authorizes leave and is responsible for time and attendance. Ensures adequate training is available for employees within the branch. Initiates formal requests for personnel actions. Ensures accuracy of position descriptions. Ensures a safe working environment for all employees in accordance with current safety and OSHA requirements/directives.
--Reviews, analyzes, and interprets supply directives and procedures. Formulates and recommends operating procedures to achieve optimum support to the logistics program on matters pertaining to property readiness.   Develops and provides data for property readiness of supported units/activities to the Logistics Management Officer (LMO), DCS-G4/DCSLOG, and  Readiness Committee.
--Manages and coordinates the turn in of excess equipment and lateral transfer of equipment assets to improve readiness for property books assigned to the Commands.   Coordinates with USPFO for lateral transfer or turn-in of equipment.  Coordinates with Logistic Support Activity (LOGSA), Defense Logistics Agency (DLA) and National Guard Bureau (NGB) program manager’s and USPFO for receipt of required equipment to support readiness objectives. Accomplishes the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA). 
--Is responsible for ARNG state logistical readiness support program to ensure units/activities receive guidance and assistance required to correct problems and deficiencies. Analyzes recommendations and issues written or verbal instructions to insure units achieve maximum readiness posture. Coordinates work with unit/activity representatives concerning priorities, procedures and work accomplishment. Directs and publishes procedures to unit/activity representatives for implementation/update of property management Standard Army Management Information System (STAMIS). Directs and provides written technical guidance to unit/activity representatives involving property readiness procedures and functions.
--Analyze trends for effectiveness and efficiency. Conducts appropriate follow-up to assure optimal allocation of resources in order to improve readiness. Prepares budget estimates for Military Table of Equipment/Table of Distribution & Allowances (MTOE/TDA) change considerations.
--Coordinates with Army Material Command (AMC), Defense Logistics Agency (DLA) and National Guard Bureau (NGB) program managers to effect receipt of required equipment to support readiness objectives. Acts as the Total Package Fielding (TPF) manager for the DCS-G4/DCSLOG. Coordinates incoming major end items to support readiness objectives.
--Coordinates system administration for the property readiness branch to include STAMIS security, software and hardware changes.
--Performs other related duties as assigned.

EXPERIENCE REQUIREMENTS: Each applicant must fully substantiate (in his/her own words) that he/she meets the requirements of the specialized experience listed below; Otherwise, the applicant will be considered unqualified for this position. GENERAL EXPERIENCE:
Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field.  Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education, or training dealing with cost estimates, budgets or funding management.  Experience conducting extensive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support.   
KNOWLEDGE, SKILLS, AND ABILITIES:

--Ability to direct the work of subordinate employees in accomplishing the work of the unit.
--Practical knowledge of a wide range of well-established and commonly applied supply principles, concepts and methodologies in one or more of the technical supply specializations.
--Ability to perform recurring kinds of assignments, operations and/or procedures in providing services and resolving issues and problems of a procedural nature in supply operations, planning or program management. Utilizes knowledge of cost, existing policies and procedures in accomplishing work assignments.
--Ability to analyze information and trace sequence of transactions to resolve problems.


Substitution of Education for Specialized Experience: High school graduate or the equivalent may be substituted for three months of specialized experience. Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e., 36 weeks or substantially full-time study or 30 semester hours or the equivalent.) for 12 months of the required experience. For experience required in excess of 24 months, education in schools above the high schools level may be substituted at the rate of one academic year of education for six months of experience. School above high schools level means an educational institution (e.g., a business or commercial school or college, a secretarial school, a junior college or a college or university.) for which high school graduation or the equivalent is a prerequisite and in which an applicant successfully completed study which was not primarily limited to courses in word processing and keyboarding or both. Substantially full-time study in the case of business and commercial schools is the equivalent of at least 20 classroom hours of instruction per week. One academic year consists of approximately 36 weeks of substantially full-time study or 30 semester hours or 45 quarter hours.
TRANSCRIPTS ARE REQUIRED IF USING EDUCATION AS SUBSTITUTION FOR SPECIALIZED EXPERIENCE.

COMPATIBILITY REQUIREMENTS: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to and qualify in a compatible military position. The selected individual may be required to attend formal technical school training in a military status.
