This position serves as the principal advisor to the Assistant Secretary for Human Resources and Administration and other key officials within the Department of Veterans Affairs (VA) on matters pertaining to the operational aspects  of VA's human resources management, including applicable laws and regulations.  The Associate Deputy Assistant Secretary for Human Resources Management Operations (ADAS HR) has overall responsibility for leadership of the Office of Human Resources Management with a budget of $16,356,000.  The ADAS for HR Operations works closely with the ADAS for HR Policy and Planning to ensure that the work of the organization is strategically linked to the direction of the business of the Department and that VA is regarded in the Federal community both as an HRM leader and an employer of choice.


VA structures its SES positions into pay bands. This is a pay band 3 position and the salary range is $119,554-$165,300.

The Associate Deputy Assistant Secretary for Human Resources Management (ADAS/HR Operations) serves as a principal advisor to the Assistant Secretary for Human Resources and Administration, DAS/OHRM and other key officials within the Department on matters pertaining to the operational aspects of human resources management, including applicable laws and regulations. The ADAS/HR Operations has overall responsibility for leadership of the Office of Human Resources Management with a budget of $16,356,000. The ADAS for HR Operations works closely with the ADAS for HR Policies and Planning to ensure that the work of the organization is strategically linked to the direction of the business of the Department and that VA is regarded in the Federal community both as HRM leader and an employer of choice. The responsibilities include, but are not limited to:


  • Develops and executes customer focused Human Resources (HR) operational programs, policies, and products that are strategically aligned with VA's lines of business through subordinate managers, who direct the following areas: Central Office Human Resources Service, Strategic Communication and Outreach Services, Human Resources Information Service (HRIS), Childcare Subsidy program Office, and Program Management Office.
  • Appointing authority for VA's Central Office and the primary advisor to the Assistant Secretary for Human Resources and Administration and the Deputy Assistant Secretary for HRM for most local HR matters.
  • Special projects that include assignments requiring operational-related support to address issues typically derived from congressional, legislative, or other internal and external stakeholder intervention.
  • Works with the DAS in determining OHRM strategic direction, establishing OHRM operational priorities, providing leadership to align OHRM employees with the strategic direction and obtaining and allocating resources needed to provide quality and timely HR operational service to customers.
  • Forges partnerships with top management officials Department-wide to link HR program areas with the strategic direction of VA and its business operations. Provides advice to maximize the effectiveness of the VA workforce in achieving goals and objectives.
  • Develops external partnerships with other public sector departments and agencies and private sector organizations including the Office of Personnel Management, General Accounting Office, Merit Systems Protection Board, and the National Academy of Public Administration and with counterpart executives in leading edge private companies.

B.  Technical Qualifications


1.  Knowledge of sound human resources management principles, concepts and practices including knowledge of the multiple facets of Federal human resources management laws, rules and regulations applicable to a large, decentralized department.


2.  Knowledge of or experience with aligning human resources with an organization's strategic business plan and familiarity with teams-based organizations and performance measurement to include shared leadership models, employee empowerment, customer service standards, customer feedback tools, and organizational effectiveness.
