This position is in the Office of Information Technology (OIT) within the Office of the Managing Director (OMD), Federal Maritime Commission (FMC).  The incumbent serves as the Operations Manager and Director, OIT and reports directly to the Chief Information Officer (CIO), within the Office of the Managing Director. OIT is responsible for providing information technology services to support the mission requirements of the FMC.

The incumbent serves as Supervisory Information Technology Specialist (Director, Office of Information Technology) and performs the following duties and responsibilities:

 

•Provides expert technical advice and guidance to the Chief Information Officer (CIO) and senior management officials in the appropriate application of technology to FMC’s mission and programs;  

•Provides advice regarding emerging IT issues and the impact of emerging issues on FMC business requirements;  
•Defines standards to ensure that all hardware and software, network, and telecommunications (Voice/Data) problems are resolved in a timely and efficient manner, and that a practical and comprehensive disaster recovery and business continuity program is in place for the entire agency;  
•Maintains current knowledge of technical innovations and new capabilities, and develops plans to utilize appropriate technologies that provide cost reductions and performance improvements;  

•Provides leadership in the design, implementation, and support of the agency’s common system infrastructure; including desktop hardware and software, networks and telecommunications (Voice/Data), database applications, security, Internet access, and FMC customer support;  

•Responsible for managing large, complex projects and project teams dispersed over several locations;  

•Assists the CIO in developing the FMC Architecture and the strategy for its implementation and ongoing maintenance;  

•Establishes policy guidance and publishes standards for agency-wide selection, acquisition, implementation, deployment and maintenance of IT services;  

•Manages the contract services requirement for the agency’s IT services; and     

•Manages the fiscal resources for information technology, directs budget planning and execution, assures adherence to regulations and policy, and obtains maximum cost efficiency.

Those requirements are summarized below:


In order to qualify for GS-2210-15, Supervisory Information Technology Specialist (Director, Office of Information Technology) you must meet the following:
Applicants must have 52 weeks of specialized experience, equivalent to the GS-14 level in the Federal service.  Examples of specialized experience may include analyzing a number of alternative approaches to advise management concerning major aspects of IT system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given IT project; leading project teams dispersed over multiple locations for large, complex IT projects; developing IT policies and standards;  leading in the design, implementation and operation of an agency's common system infrastructure, including hardware and software, networks, telecommunications, security, internet, etc.; coordinating in-house IT technical certification; and monitoring and managing fiscal resources for information technology.  Applicants must demonstrate possession of IT-related experience in each of the following four competencies:  Attention to Detail, Customer Service, Oral Communication, and Problem Solving.

 

 


 


Condition(s) of Employment:

1. New appointees to the Federal service must complete a 1-year probationary period.
2. Completion of a 1-year supervisory probationary period is required.
3. New appointments to the Federal Government are made at the minimum rate of the grade, e.g., step 1, except in certain rare instances as determined by OPM.
4. Status applicants must meet time-in-grade requirements by the closing date of this announcement.
5. Relocation expenses will NOT be paid.
