JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:
Fort Drum, home of the 10th Mountain Division (Light Infantry), is located in Northern New York's North Country. It is one of the most historically unique and geographically beautiful areas of the U.S., offering bountiful outdoor recreational opportunities. We are 30 miles from Canada, with the Great Lakes to the west, the Adirondack Mountains to the east, and the St. Lawrence River & Thousand Islands in between. This position is TERM Not to exceed 1 year and one day, and may be extended up to a total of 4 years.

This position is located in the Directorate of Human Resources, Army Substance Abuse Program
Division.  In this position you will serve as the Army Substance Abuse Program (ASAP) Risk Reduction Program Coordinator responsible for developing, implementing, coordinating, and monitoring all aspects of the installation Risk Reduction Program.  Responsible for collecting, consolidating, and readying quarterly feeder reports from installation staff sections to identify, track, and analyze high-risk behaviors for the installation. Obtain and add personnel strength data, and code the consolidated report to preclude outside identification of the involved units. Prepare all related documents and forward the quarterly data to Department of the Army headquarters for analysis. Utilize and monitor the automated programs, to include the drug and alcohol management information system.  Evaluate and analyze data gathered in quarterly reports and Unit Risk Inventories administered to the specific military units being evaluated. Assess high-risk behavior by determining the climate of the unit and possible linkage between a variety of behavior problems. Serve as the subject matter expert concerning soldier use of alcohol and other drugs. Prepare briefing materials for timely use in advising military commanders. Utilize skills in qualitative and quantitative analytical techniques to identify, analyze, and develop courses of action and recommendations to mitigate high-risk behaviors.  Develop short and long term prevention strategies and recommendations during consultations with military commanders. When a specific problem is related to drug and alcohol, develop training modules for each target group that includes presentations, classes, and lesson plans, supporting visual aids and specialized information in response to identified trends and needs of that target group, providing training to meet the risk profile of each unit. Coordinate education and training provided to high-risk units by other organizations and assist other activities with related or linked problems in the Risk Reduction Program. Develop local risk reduction policies, procedures, and directives. Apply knowledge in alcohol and drug program mission and functions to offer recommendations for program change. Prepare and update a curriculum and complete training packet for use by military commanders or their designated representatives with regard to high-risk factors and efforts to mitigate risk. Maintain current familiarity with other ASAP prevention and education training materials and lesson plans. Coordinate efforts with other ASAP staff to provide an integrated approach to high-risk behavior.

Basic Requirements

Degree: behavioral or social science; or related disciplines appropriate to the position.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Specialized Experience: In addition to the Basic Requirements, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-09). Specialized experience is defined as: 1) Experience with risk reduction analysis and prevention issues and different types of available training; 2) Experience with identifying high risk behaviors and different types of skills intervention; 3) Experience with community resources and their mission and relationship to carry out a planned sequence of actions; 4) Experience with program management.

OR

Education Substitution: Completion of 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral, in addition to meeting the basic requirements, is qualifying for positions at grade GS-11.

OR 

Combination of Experience and Education: Applicant's may qualify using a combination of education and specialized experience when the applicant has not met the qualifying education or specialized experience requirements.
