To qualify at the GS-11 grade level, applicants must have one of the following:
A. EXPERIENCE: One year of full-time specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as: 1) gathering information on specific topics and presenting the material in a way that is appropriate and understandable to the intended audience; 2) preparing documents by following specific styles and formats (such as Associated Press (AP) or Government Printing Office style guides); 3) writing and editing documents that incorporate authoritative information gathered by personal research; 4) analyzing the impact of new, revised, or proposed legislation for application to written material; and 5) editing, writing, and publishing a wide variety of written communications that are complex and/or controversial and that require a high degree of tact and diplomacy in presentation method.
B. EDUCATION: Successful completion of three (3) full years of progressively higher level graduate education, or a Doctorate or Ph.D., or equivalent degree, e.g., at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work. Such fields include journalism, creative writing, or English literature.
C. COMBINATION: A combination of experience described in "A" above and education described in "B" above. When combining education and experience, first take the total number of semester hours (or equivalent) earned and divide by 54 semester hours (or equivalent); then take the total number of months of experience and divide by 12 months; finally, add the two percentages. The total must equal at least 100 percent to qualify. Only the graduate education in excess of 36 semester hours may be combined with experience to qualify.
To qualify at the GS-12 grade level, applicants must have the following:
A. One year of full-time specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as: 1) researching, analyzing, reviewing, editing, and writing responses to inquiries from the White House, Congress, the Government Accountability Office, or other authoritative establishments; 2) preparing documents utilizing the Associated Press (AP) or Government Printing Office style guides for writing; 3) writing and editing documents that incorporate authoritative information gathered by personal research ensuring that it is consistent with other presented information; 4) analyzing the impact of new, revised, or proposed legislation or policy changes for application to written material; and 5) editing, writing, and publishing a wide variety of written communications that are complex and/or controversial and that require a high degree of tact and diplomacy in presentation method, which include reports, talking points, speeches, and/or standard operating procedures or manuals for review and approval by all levels of leadership.
For any college courses, graduate work, research, thesis or other non-descript courses listed on your transcript (such as "Independent Research"), please indicate through your resume or attachment memorandum from an academic professor how each course fulfills the specific education requirement, i.e., state number of semester hours credited, topic of study, grade earned.
NOTE: Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement). Time-in-Grade Requirements: Current Federal employees must have served 52 weeks at the next lower grade in the Federal service. All qualifications and time-in-grade requirements must be met by the closing date of this announcement.
New employees must serve a one year probationary period.
