The VA San Diego Healthcare System (VASDHS) has one (1) full-time permanent position for a Clinical Nurse Specialist (CNS) in the Perioperative Services. The CNS executes position responsibilities that demonstrate leadership, experience, and creative approaches to management of complex patient care.

 

NOTE:  Applicant's education and length of nursing practice (experience) will be considered by a Nurse Professional Standards Board in determining the grade and step of the applicant selected.

The Perioperative Services includes the Operating Room, Ambulatory Care Unit, Post Anesthesia Care Unit, Cath Lab, Special Procedures, Infusion Center, Hemodialysis, Interventional Radiology, and Metabolic Research. The Perioperative CNS is responsible for the documented outcomes at the program or service level. Program or service level outcomes must be broad and complex and can be demonstrated at any organizational level within a facility, local level (VISN), or national level (VACO). Program is defined as a substantial coordinated group of activities impacting patients and/or employees. He/she uses advanced clinical knowledge and judgment to promote staff involvement in planning, decision-making, and evaluating current practice and outcomes. Care is provided utilizing knowledge of the patient's age, gender, culture, special populations and learning abilities, and the CNS is able to guide others in these competencies when planning patient care. The CNS works collaboratively with many disciplines/departments to provide care as appropriate and demonstrates clinical and mandatory competencies of the position.  He/she uses professional standards of care, scientific evidence, and practice to evaluate programs and/or service activities. Change is facilitated through consultation and highly discriminating judgment in applying the Nursing Process. 

 

WORK SCHEDULE: Full time permanent, 40 hours per week, Monday through Friday. Overtime, weekend, and Holiday work is required based on patient care needs.

BASIC REQUIREMENTS:   

  • U.S. citizenship.  Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Full unrestricted Licensure, Certification, or Registration required
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant:  The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE).  In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.  The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing.  Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript.   • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.  
  • Master's degree from a academic program accredited by the NLNAC or CCNE.
  • Full and current certification as a Clinical Nurse Specialist from the American Nurses Association or another Nationally recognized certifying body. The certification must be in the specialty to which the individual is being appointed or selected.
EDUCATION/EXPERIENCE REQUIREMENTS:  
  • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of experience, or an ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 1-2 years of experience; or a BSN with approximately 1-2 years of experience, or a Master's degree in nursing (MSN) or related field with a BSN and no experience.
  • Nurse II - A BSN with approximately 2-3 years of experience, or ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 2-3 years experience or a Master's degree in nursing or related field with a BSN and approximately 1-2 years experience, or a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no experience.
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years experience or Doctoral degree in nursing or related field and approximately 2-3 years experience.

  • Preferred Experience: 3-5 years experience in Critical Care/ Perioperative Services preferred. Experience in educational program development and verification of staff competencies preferred.

    GRADE DETERMINATIONS:
    Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel.

    The criteria are as follows:

    • Practice: practice, ethics and resource utilization;
    • Professional Development: performance, education/career development; 
    • Collaboration; collaboration, collegiality;
    • Scientific Inquiry: quality of care, research.

    Physical Requirements: The population of male and female veterans served ranges from the adult (age 18) to the elderly adult (age 65 and over).  This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. The position requires potentially long periods of standing, walking, stooping, bending, sitting, climbing stairs, and keyboarding. The incumbent must be able to occasionally assist in patient transfer of patients or objects, push patients in wheelchairs, occasionally push/pull an occupied gurney, insert IV catheters, and perform CPR and other activities of the position without restriction. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. Reasonable accommodation may be considered in determining an applicant’s ability to perform the duties/functions of the position.
