This position is located in the FDA, Office of Regulatory Affairs (ORA), Office of Criminal Investigations (OCI), Headquarters located in Rockville, MD.
 

The OCI is responsible for investigating alleged or suspected violations of the Federal Food, Drug and Cosmetic Act, and related violations of Title 21 and 18 of the U.S. Code.

The incumbent will provide support to FDA criminal investigators engaged in complex cases involving alleged violations of the Food, 
Drug and Cosmetic Act. Provide real time investigative intelligence analytical services including research and analysis of all sources
of information. Conduct searches and analyze data using open source, commercial, financial, and law enforcement databases and
social media. Research or request Domain Registration information for websites and conduct IP Address Tracing.  Prepare factual
chronological summaries of collected evidence and data on subjects, acts, events and documentary material used to interpret
and project and fill in gaps in information. Develop and project data, draw conclusions, and estimate probabilities.
Utilize special software programs to gather, summarize, and analyze statistical data on investigative activities,
and prepare written, narrative, statistical reports and trend analysis on criminal activities. Prepare and present briefings to
supervisor, management, and high level officials on complex investigations and of situations, trends, mission accomplishments,
and impact on investigative activities.

To qualify, applicants must meet all the qualification requirements, by the closing date of this vacancy announcement.

  • To qualify for the GS-11, applicant must have one year of specialized experience equivalent to the GS-9 grade level of the Federal service; OR
  • You may substitute a doctoral degree (PhD or equivalent degree) or three full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related for experience at the GS-11 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours; OR
  • If you do not qualify based on experience or education alone, you may be able to qualify based on a combination of your experience and education.
  • To qualify for the GS-12, applicant must have one year of specialized experience equivalent to the GS-11 grade level of the Federal service. 
  • To qualify for the GS-13, applicant must have one year of specialized experience equivalent to the GS-12 grade level of the Federal service. 

Specialized experience is experience that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience are: experience using the internet, open source/commercial/financial/law enforcement databases, social media, and Microsoft Office products to gather, summarize and analyze statistical data and prepare link charts, written reports and trend analysis; developing and projecting data, drawing conclusions, and estimating probabilities; preparing and presenting briefings to management; coordinating investigative intelligence gathering activities.


Documenting experience:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.  Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above. 

TIME-IN-GRADE REQUIREMENT:  In addition to the specialized experience requirement, current Federal employees must meet the following time-in-grade requirement within 30 days of the closing date of this announcement.

GS-11: Applicants must have 52 weeks at the GS-9 grade level or higher in the Federal service. 
GS-12: Applicants must have 52 weeks at the GS-11 grade level or higher in the Federal service. 
GS-13: Applicants must have 52 weeks at the GS-12 grade level or higher in the Federal service.

Conditions of Employment: 

1.
