JOB SUMMARY:

The Department of Energy (DOE), Office of Inspector General (OIG) is currently looking for a Director of our Eastern Region located in Oak Ridge, Tennessee.  As Regional Director, is responsible for managing the Regional office staff and directing and monitoring all aspects of the Regional audit activities. The OIG supports the DOE through the promotion of economy, efficiency, and effectiveness. The OIG inspires public confidence by preventing and detecting fraud, waste, and abuse in Department operations and protecting the integrity of all Departmental Programs.

As Director is responsible for managing the Regional office staff.  In this capacity, directs and monitors all aspects of the Regional audit activities.  Formulates long-range audit objectives.  Produces reports that conform to Comptroller General Standards and adheres to the requirements of the IG Act.  Serves as a member of the senior-level staff sharing responsibility for accomplishment of the OIG mission. Represents the OIG to the GAO, OMB, DCAA, and various Federal, state, and local agencies.

A professional knowledge of accounting and auditing is necessary to conduct very broad audit assignments requiring an integrated analysis of a number of different operational programs, functions, or accounting systems.  Mastery of the Generally Accepted Government Auditing Standards and audit requirements established by the IG Act.  Managerial level expertise in planning, directing, performing, and reporting on fraud, waste, and abuse in Federal activities.  To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), Technical Qualifications, and other qualifications, if applicable, listed below. EXECUTIVE CORE QUALIFICATIONS: All applicants must submit written statements (narrative or bullet format acceptable) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately. You are required to respond to all ECQs. If you fail to do so, you will be rated as 'ineligible.' ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS: All applicants will be assessed based on their accomplishments that would satisfy the technical competencies required of the position. Your response to the essay-type questions published in this announcement will be evaluated before a ranking panel to make that determination.

 

Mandatory Technical Qualifications:

  1. Demonstrated experience in managing and leading an office that includes directing complex audit programs, through subordinate supervisors and managers, in a deadline oriented and highly productitive environment.  
  2. Demonstrated experience in communicating the results of performance-type audits, both orally and in writing, to senior level management; members of Congress, officials from other Federal and state agencies and the general public.  
  3. Knowledge in developing and analyzing audit techniques, strategies, and policies and arriving at logical conclusions.  


Possess a Bachelor's degree in accounting from an accredited college/university; or a degree in the related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.

 

  • A security clearance is required as a condition of employment.
  • Annual filing of a Financial Disclosure Report is required.
  • This position is subject to the DOE Drug Free Workplace Program. The selectee must test negative for the presence of illegal drugs before placement in the position, and will be subject to random drug testing thereafter. Failure to pass subsequent test could result in disciplinary action up to and including removal from the Federal service.

HOW YOU WILL BE EVALUATED:

You will be evaluated on the quality and extent of your total accomplishments, experience, and education. Your application will be evaluated by a rating and ranking panel. Highly qualified candidates may undergo an interview and a reference check. Unless you have already been previously certified by a Qualifications Review Board (QRB), your Executive Core Qualifications must be certified by a QRB prior to appointment.
