This position is located in the Printing, Graphics, and CD/DVD Duplication Branch (PGB), Media Support Division (MSD), Technology Office (TECH), Innovation and Technology Directorate (ITD) at the Federal Law Enforcement Training Center (FLETC), Glynco, GA.  The selectee will be responsible for analyzing, developing, and preparing visual information products in support of the FLETC’s various training and administrative programs. 

Applicable relocation expenses will not be paid.

The selected individual will be responsible for the following:

Planning and providing visual art and information products and services, including two and three-dimensional models, computer graphics/animation, print media graphics, and multi-media exhibits or displays for a divers group of clients to include the FLETC divisions, the FLETC Partner Organizations, the Department of Homeland Security, and a wide variety of other Federal agencies. 

Providing consultation to clients, including senior management, regarding new designs involving various multi-media graphics products, print graphics, electronic and web graphics, and computer CD and DVD master design and duplication graphics.

Determining the most appropriate manner for presenting the material, taking into consideration the size and nature of the intended audience, and advising the client in the selection of the appropriate media and techniques used to achieve the desired viewing objectives.

Advising the Lead Visual Information Specialist and branch chief on each request for computer graphics/animation as to the complexity, necessary resources, time necessary to complete the request, and developing a course of action.

Producing two- and three-dimensional computer graphics models and animations in accordance with specified standards for television, computer based training (CBT), web-based training (WBT) and other print media and web/electronic graphics requirements.  

Proficient in photography; having used the skill set professionally, not simply recreationally.

Administers blanket purchase agreements and contracts, to include ordering, checking invoices, resolving issues, adhering to the FAR and quality control.

Applicants must meet the qualification requirements listed below by the closing date of the announcement.

For the GS-9 grade level:

Applicants must possess at least one year of specialized experience equivalent to at least the GS-7 grade level in the Federal service preparing visual information products that effectively depict the graphic communication desired by client

OR

Successful completion for a Master's degree or equivalent graduate degree OR have 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., in commercial arts, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related.

OR

An equivalent combinations of graduate education and specialized experience as described above (only graduate education in excess of the first 18 semester hours will be combined with the specialized experience).

If this position is filled at the GS-9 grade level, the incumbent may be non-competitively promoted to the GS-11 grade level without further competition when the supervisor determines that the duties of the higher grade level are being performed and all regulatory requirements have been met.

For the GS-11 grade level:

Applicants must possess at least one year of specialized experience equivalent to at least the GS-9 grade level in the Federal service analyzing, developing, and preparing visual information products that effectively depict the graphic communication desired by client.

OR

Successful completion for a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. 

OR

An equivalent combinations of graduate education and specialized experience described above (only graduate education in excess of the first 36 semester hours will be combined with the specialized experience).

HOW YOU WILL BE EVALUATED:

We will review your résumé and supporting documentation to ensure you meet the basic qualification requirements described in this announcement.  If you meet the minimum qualifications, your experience, education and training will be evaluated in addition to the online job questionnaire that is based on the following competencies needed to perform this job:

  1. Plan and execute visual art and information programs including all aspects of graphic design in both traditional and electronic applications, especially as they apply to computer graphics, animation techniques and technologies.
  2. Proficient in the use of a computer graphics hardware/software including all input and output devices, color copier, digital photography file formats and resolutions, color scanners, two- and three-dimensional models required in computer graphics software.
  3. Design, format and execution of professional two- and three-dimensional computer graphics models, integration of them into a computer storyboard, and animating them for a variety of uses, including but not limited to  computer-based training, video, and multi-media classroom presentation.
  4. Methods, techniques, and current innovations and trends of visual art and information crossing specializations (e.g., printed materials, presentations, photography work, etc.).
  5. Communicating and coordinating with contractors, vendors, and other non-federal employees and organizations.
  6. Proficient in photography (traditional film as well as digital) having used the skill set professionally, not simply recreationally.

Best Qualified: This is the highest category and will be used for candidates who possess the type and quality of experience that substantially exceeds the minimum qualifications of the position and demonstrates high proficiency in all of the critical competencies.

Well-Qualified: This is the next lower category and will be used for candidates who possess the type and quality of experience that exceeds the minimum qualifications of the position and demonstrates acceptable proficiency in all of the critical competencies.

Qualified: This is the lowest category and will be used for candidates who possess the type and quality of experience that meets the minimum qualifications of the position and demonstrates basic proficiency in most of the critical competencies.

Physical Demands:  Physical restrictions are few, but do include high manual dexterity, a tolerance to various chemicals used in graphic arts processes, ability to work at computer stations, discern various colors, and work in darkroom conditions.  Requires ability to stand, stretch, lift and stoop when working with laminators, cutting graphics products, loading paper rolls onto large format printers, working on photography jobs, and when setting up and taking down graphics presentations.

Work Environment: To perform the functions required by this position, several different environments are encountered.  About 80% of the time is inside an office or graphic production environment, and 15% taking digital photos at various environments.

Note:  Extended work hours may be required.
