This position is in the Transportation Security Executive Service (TSES) and is located in the Office of Human Capital (OHC) in Arlington, VA.

As the Executive Director, a key OHC leader, you will report to the Assistant Administrator (AA) and Deputy Assistant Administrator (DAA) of OHC, who provides general and broad guidance on overall agency policy and long-range goals and objectives.  You will perform work on behalf of, and in support of, the AA and will be given wide latitude in the exercises of your responsibilities, using a high level of analytical expertise and exercising seasoned judgment when carrying out your duties and responsibilities.  You will provide strategic direction for the development, implementation, performance, and accountability of extremely high-profile, sensitive and highly complex organizational programs and policies including executive resources management, employee relations, collective bargaining and the development of the requirements for HR servicing of the future.  Programs require executive level command and strategic approaches and may be precedent setting for TSA and Department of Homeland Security (DHS) as a whole.  You will be responsible for leading, administering, coordinating, and overseeing all aspects of the programs within your area of responsibility to include directing and overseeing, tasking, tracking, measuring performance, and reporting on major programs and projects.  You will be responsible for assuring that any programs administered, developed and implemented support TSA's mission, vision, goals, and strategic objectives and are in compliance with all applicable laws, regulations, rules, policies, and procedures.  You will provide collaboration and partnership with Program Offices and with the Divisions overseen in order to further improve OHC products and service delivery.  You will ensure that these efforts reflect industry and government-based best practices; the effective and efficient use of business planning strategies; and development of effective performance indicators and program performance management criteria.  The Executive Director will apply expert analysis and seasoned judgment to fully recognize all relevant issues; analyze all applicable laws, rules, regulations, policies, procedures, and precedents; and recommend a sound approach that encompasses the full spectrum of available alternatives and outcomes.  The position has TSA wide impact and influence, with national impact and scope.

To qualify for this position, you must have one year of specialized experience at a level close to the level of the work of this job that has given you the particular knowledge, skills, and abilities required for successful performance.  You would typically gain this experience by working within this field or a field of work that is closely related.  Such experience includes providing strategic direction for the development, implementation, performance, and accountability of human capital programs.

As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined in the "How You Will Be Evaluated" section of the Job Opportunity Announcement.  Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations.  Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

DRUG TESTING: You must pass a pre-employment drug test. In addition, you may be subject to random drug and/or alcohol testing during employment.

SECURITY CLEARANCE: This position requires a TS/SCI (Top Secret/Secured Compartmentalized Information) clearance that must be completed prior to appointment. You will be subject to a 5-year periodic investigation and must be able to obtain and maintain a TS/SCI clearance.

The Transportation Security Administration (TSA) was created in the wake of 9/11 to strengthen the security of the nation's transportation systems while ensuring the freedom of movement for people and commerce. TSA employs a risk-based strategy to secure U.S. transportation systems, with nearly 50,000 Transportation Security Officers and approximately 2,800 Behavior Detection Officers, each day at more than 450 airports nationwide. The agency continuously sets the standard for excellence in transportation security through its people, processes, technologies and use of intelligence to drive operations.

OTHER INFORMATION:

  • The TSA, an excepted service agency, was established by Public Law 107-71, the Aviation and Transportation Security Act (ATSA), on November 19, 2001. ATSA provides TSA with the authority to modify and develop its own human capital program, provided such modifications are consistent with 49 USC 40122.
  • This is an excepted service position. However, there is an interchange agreement with the Office of Personnel Management (OPM) and TSA that enables Career TSES members who have been approved by the Qualifications Review Board at OPM to qualify for Senior Executive Service (SES) positions without additional competition.
  • You will be required to serve a probationary period of one year unless you previously completed the probationary period in a SES/TSES position.
  • TSA may pay a Relocation Incentive and/or a Permanent Change of Station travel allowance to a current Federal employee who must relocate to accept the position, or may pay a Recruitment Incentive to an individual who is a new Federal appointee.
  • When you enter on duty, you will be required to complete a Public Financial Disclosure Report, OGE Form 278. You will need to provide this information annually.
