You will be assigned to the CFLHD Recent Graduates Career Development Program (CDP), and participate in a 24-month training and developmental program. This program is designed to introduce the individuals to the technical, administrative, and program management aspects of highway engineering in the Central Federal Lands Highway Division (CFLHD). The experience will be to develop and provide on-the-job training to the participant through a structured set of learning experiences described in the participant's developmental plan. You will spend at least one-half of the 24-month program actively engaged in valuable training under the guidance and direction of seasoned professionals, both in design and construction. To build upon this experience, other developmental assignments will be provided to give individuals the opportunity to broaden their generalist experience. Assignments will be selected to provide the participant with needed technical skills, and enhance project development and program deli very knowledge and understanding.              

The ideal candidate for this position is an entry to beginning level engineer who has a desire to learn about the various aspects of highway engineering, including but not limited to, highway design, construction, bridge, geotechnical, survey and mapping, hydraulics and materials testing. Candidates should have between 0 to 5 years of experience, be mobile and willing to travel to remote locations for extended periods of time and be able to work independently and in a team environment. Travel will be to various National Parks, National Forests and Wildlife Refuges within the 14-state region that CFLHD services. Travel demands will range anywhere from 10% to 75% of an employee’s time per year, depending on assignments provided.

This is a developmental position. Individuals hired at the GS-07 grade level will receive assignments with increasing complexities and responsibility targeted at the functions of the GS-12 level. This position has known promotion potential to GS-12.

The program lasts for 1 year (unless the training requirements of the position warrant a longer and more structured training program).

This Federal Highway Administration (FHWA) Pathways Recent Graduate Program position is assigned to the Central Federal Lands Highway Division (CFLHD) Career Development Program (CDP), and the Recent Graduate participates in a 24-month training and developmental program. The objective of the CDP is to develop the competencies necessary for a Generalist Highway Engineer to primarily perform in CFLHD. While in the program the Recent Graduate will have several developmental assignment options which should include many of the following: design, construction, environment, safety, pavements, materials, ITS, bridge, traffic operations, hydraulics, utilities and Right-of-Way, planning, surveys, geotechnical, value engineering, etc. The Recent Graduate will receive an orientation to the essential functions and the structure of the Washington Headquarters, Federal Lands Highway (FLH), and Division Office, and is introduced and instructed in the functional areas of the division.

Completion of one academic year of graduate level education; OR bachelor’s degree with **Superior Academic Achievement as defined below.

  • Experience assisting higher-graded engineers in performing engineering work relevant to planning, design, or construction of any civil engineering features or projects (buildings, roads, bridges, site preparation, or other related work).

Completion of two academic years of graduate level education; OR master’s or equivalent graduate degree (such as LL.B. or J.D. as specified in qualification standards or individual occupational requirements in a field directly related to the position being filled).

  • Professional engineering experience providing support in the application of highway engineering concepts such as or directly related to highway planning, environment, design, construction and/or maintenance functions.

**Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

  1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

All applicants must meet one of the following requirements to qualify for consideration for an engineering position:

  • Successful completion of a professional engineering degree at an accredited university or college, OR;
  • Have a combination of college level education or training AND technical experience that has furnished you with (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and; (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
    1. Professional registration as a engineer.
    2. Evidence of Passing the Engineer-in-Training Written Test
    3. Successful documented completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences as described by OPM.
    4. Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field and at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

*Applications for this RECENT GRADUATE position will be accepted from the following individuals:

1.  Graduates who within the past 2 years, or after 12/27/2010, received a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.

2.  Preference eligible veterans precluded from applying due to military service obligation may apply up to 2 years from the date of discharge/release from active duty, but no more than 6 years after the date educational requirements are met.

3.  Individuals who will complete educational program requirements by May 31, 2013. Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment. The CFLHD Career Development Program (CDP) is a 24-month training program consisting of on-the-job and developmental training assignments.  Applicants who accept a position in this Recent Graduates Pathways Program must understand and accept the following conditions:

  • Overnight travel away from the employee's official duty station will be required to complete training assignments and perform official business, both during the appointment and upon completion of the appointment.
  • Selected participants are on an excepted service appointment under the Recent Graduates Program and required to serve a one year trial period, and will be evaluated for conversion to a term or permanent appointment in the competitive service at the end of one year. 

Failure of employees to satisfy any of the above conditions after appointment may result in termination of employment.

  • Males born after 12/31/1959 must be registered for the Selective Service.
  • Government Travel Card - You must be able to obtain and retain a Government contractor-issued travel card to be used for official business as a condition of employment. If unable to obtain and/or retain a card, you may be subject to removal. Those who fail to meet this condition of employment will have our offer of employment rescinded.
  • Subject to a background/suitability investigation.
  • You must submit a transcript with your application.

  • This is a one year appointment in the excepted service which may lead to a term or permanent appointment in the competitive service.
