This position is located in the Vermont Army National Guard Internal Review Division.

This position is for a National Guard non-dual status (NDS) technician only. This position meets the criteria of the NDS Management Plan as follows: The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization nor is the work described part of the military mission and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: it does not have a comparable military function; or the position is required in the full-time (civilian) role when the organization, or similar military position is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates a technical expertise or professional qualification that cannot be readily found in the military structure of the state military force.

The duties of the GS-0511 Auditor include, but are not limited to the following-

  • Performing audits of a variety of programs;

  • Assessing efficiency, effectiveness, and compliance with program laws, regulations, and provisions.

  • Preparing audit reports that present findings, identify causative situations, and recommend corrective action.

To qualify for this position you must meet the following:

Basic Requirement for All Grades: Have an undergraduate degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours of accounting (may include up to 6 semester hours in business law). Transcript must be provided.

OR

Have at least 4 years of experience in accounting, or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Such experience and/or education must include one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality (including up to 6 hours of business law); 2) A certificate as a CPA or CIA obtained through written examination; OR 3) Completion of the requirements for a degree that included substantial course work in accounting or auditing (e.g. 15 semester hours) but that does not satisfy the 24 semester hours requirement provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, (b) a panel of at least 2 higher level professional accountants or auditors has determined you have demonstrated good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement which is normally associated with successful completion of the 4 year course of undergraduate study in accounting or related field, and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the requirements. Additional Qualifications for GS-11 In addition to meeting the above listed basic requirement, you must meet one of the following:
Have at least 1 full year of experience equivalent to the GS-9 level in the federal service performing the following duties: assisting with coordinating and conducting audits; evaluating computer system logic and recommending automated accounting software; developing and presenting written and oral briefs; and reviewing and analyzing accounting records OR
Have completed 3 full years of progressively higher education toward a Ph.D. or a Ph.D. in accounting, auditing, or another field that is directly related to this position. Transcript must be provided.
OR
Have a combination of education and experience as described above which combined equal 100 percent of the qualification requirements for the GS-11 Auditor. Transcript must be provided.

Additional Qualifications for GS-12 In addition to meeting the above listed basic requirement, you must: Have at least 1 full year of experience equivalent to the GS-11 level in the federal service performing the following duties: planning, coordinating and conducting complex audits, studies and analyses of organizations and highly complex accounting systems; writing reports; developing data gathering instruments; formulating recommendations; counseling, advising and assessing the work of lower level auditors; conduct briefings.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
