·       Serves as Associate Director, Nursing Services and provides leadership and direction in health care management and quality patient care to ensure nursing care is provided in compliance with various regulatory, accreditation, and professional agencies, administrative policies and procedures, laws, regulations, standards and directives that are applicable to the organization.

·       Coordinates nursing services with other health care resources and services to ensure continuity of patient care.  Assures availability of nursing staff to meet the needs of the organization.  Works with the leadership team to establish budgetary parameters for each given year, and maintains the accountability to oversee spending and expenses in the Nursing Department.

·       Supervises, directs, oversees and coordinates staff with the nursing department.  Facilitates orientation, training and ongoing development of staff.  Develops, implements and assess an ongoing performance improvement program.  Within the framework of existing Indian preference laws, is responsible for ensuring equal employment opportunity for all employees for training, promotion, awards, recognition and other career development opportunities; ensuring fair and unprejudiced employment practices in the recruitment and selection of candidates.

Licensure:  All applicants must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of United States.


Undergraduate and Graduate Education:  Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.  OR

GS-14:  1 year specialized experience equivalent to at least GS-13 level. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.  This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities.  Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

·     Missions, organizations, programs, and requirements of health care delivery systems;

·     Regulations and standards of various regulatory and credentialing groups; and

·     Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Applicants must also possess:

·     Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and

·     Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs.


SUPERVISORY OR MANAGERIAL ABILITIES: Candidates must have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities of successful supervision, as listed below:

A. Assign to and review work of subordinates, train and work effectively with subordinates from a variety of backgrounds and with different levels/areas of training.

B. Accomplish the quality and quantity of work expected within set limits of cost and time.

C. Plan own work and carry out assignments effectively.

D. Communicate with others effectively both orally and in writing, in working out solutions to problems or questions relating to the work.

E. Understand and further management goals as these affect day-to-day work operations.

F. Develop improvements in or design new work methods and procedures.


IN ADDITION to the abilities required above, candidates must also possess, or have the potential to develop, the ability to:

1) Deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view.

2) Adjust work operations to meet emergency or changing program or production requirements within available resources and with minimum sacrifice of quantity of quality work.

3) Establish program objectives or performance goals and to assess progress toward their achievement.

TIME IN GRADE REQUIREMENT: Federal status applicants must have completed at least 52 weeks of service in a position no more than one grade lower than the position to be filled. This is usually is used in reference to the length of time needed to satisfy the promotion requirements of the next highest level. If selected under the Excepted Service Examining Plan, individuals may be appointed without regard to time-in-grade requirements.
