NEW HAMPSHIRE NATIONAL GUARD

MILITARY INDEFINITE TECHNICIAN VACANCY ANNOUNCEMENT

NATIONAL GUARD MEMBERSHIP IS REQUIRED

THIS POSITION IS A TITLE 32 FEDERAL EXCEPTED TECHNICIAN POSITION.  YOU MUST BE OR BECOME A MILITARY MEMBER IN THE NEW HAMPSHIRE NATIONAL GUARD.

Current technicians selected will retain the appointment status they are currently in. (i.e., Permanent or Indefinite).  Individuals from Area II or Area III will be appointed Indefinite status.  Conversion to permanent status may be accomplished without further competition.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 federal technician excepted position that requires membership in a compatible military assignment in the National Guard . Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate military membership and employment in the National Guard in the military grade listed in this announcement.

This position is located in the Air National Guard, Mission Support Group, Logistics Readiness Squadron, Materiel Management Flight, Asset Management Section.

DEFINITION OF AREA(S) OF CONSIDERATION:

Area 1 = permanent or indefinite technicians currently employed with the New Hampshire National Guard.

The primary purpose of this position is to provide management control, oversight, coordination, and implementation of the base “HAZMAT Pharmacy" program and operation. This position facilitates the primary mission of receiving, distributing, tracking, reporting, and serving as the primary point of contact for base hazardous materials. Serves as a technical advisor to the Wing Commander, staff, and base personnel regarding hazardous materials.  A broad knowledge of general supply, storage, distribution, and inventory specializations is required; in addition to a knowledge of Federal, State, and USAF safety and environmental rules and regulations to ensure regulatory compliance.

MINIMUM REQUIREMENTS:  Experience, education or training involving administration of supply management, storage, cataloging, packaging and distribution or other work which provided the applicant with a general knowledge of one or more aspects of the supply field and experience using computer and automation systems.

 

SPECIALIZED EXPERIENCE: 

 

GS-09 — Must have at least 24 months experience, education, or training dealing with cost estimates, budgets or funding management. ; Experience conducting extensive and exhaustive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support for supply activities. 

 

GS-07 — Must have at least 12 months experience, education, or training in researching documents or other resources to coordinate inventory requirements; Knowledge of stock levels, inventory, shipping, receiving, requisitioning and requirements of supplies and equipment;  Experience involving the control of supply stocks and accounting for equipment;  Knowledge of supply management, cataloging, maintenance and disposal procedures;  Experience which required person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc.

 

Substitution of Education for Specialized Experience – Education in schools above the high school level may be substituted for some experience when the Education in is in the Inventory Management or Supply related fields or another related discipline. Education above high school level means an educational institution (e.g., a business or commercial school or college, a secretarial school, a junior college or a college or university.) for which high school graduation or the equivalent is a prerequisite and in which an applicant successfully completed study.  The amount of credit given is locally determined.


Knowledge, Skills, and Abilities (KSA's):

 

  • Practical knowledge of a wide range of supply principles, concepts, and methodologies involving general supply, storage, distribution, and inventory specialties  as they relate to hazardous materials; to include a general knowledge of contracting and transportation practices.

 

  • Knowledge of established principles, concepts, and methods of environmental protection relating to hazardous materials; and skill in applying this knowledge to the effective management and control of the HAZMAT Pharmacy.

 

  • Knowledge of the policies, work procedures, methods, data information, and requirements of hazardous materials.

 

  • Knowledge and understanding of Federal, State, and USAF safety and environmental standards, regulations, statutes, policies, and guidelines to assure hazardous materials compliance, safe working practices, prevention of damage to government property, and prevention of accidental injuries and mishaps.

 

  • Knowledge of a variety of automated systems such as the Standard Base Supply System (SBSS), Environmental Management Information System (EMIS), Base Contracting Automated System (BCAS), etc., to search, analyze, track and monitor  hazardous materials.

 

  • Ability to communicate in writing to prepare, compile, and research information for HAZMAT inventory, safety and environmental reports.  Ability to communicate orally to conduct briefings, offer training, and lead group conferences or sessions.

 

     MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.
