JOB SUMMARY:

The Office of Advanced Research Projects Agency – Energy (ARPA-E) is seeking a motivated and highly qualified candidate for an exciting, full-time, Public Affairs Specialist position in Washington, DC.

A successful candidate in this position will be responsible for planning and carrying out an effective media liaison program in support of ARPA-E programs.

This is a Term Appointment, NTE 2 years.  Term appointments are non-status, and non-permanent appointments.  Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, with-in grade increases and Federal Employees Retirement System (FERS) and Thrift Savings Plan (TSP) coverage.

As a Public Affairs Specialist you will:

  • Develop and implement media programs relating to ARPA-E
  • Coordinate policy, patent, and classification reviews of program documents scheduled to be released to the public.
  • Advise ARPA-E staff, contractors, and other program participants on the expected public affairs impacts of existing and proposed courses of action.
  • Prepare press releases regarding solicitations, award selections, ARPA-E workshops, and Requests for Information.
  • Assist ARPA-E staff in preparation of scientific, technical, and general management information in lay language for issuance to the public.
  • Review newspapers and other publications for accuracy of information concerning agency policies and activities and initiate appropriate action to correct inaccurate or misleading information.

SPECIALIZED EXPERIENCE REQUIREMENTS

Specialized Experience: A qualified candidate’s online application and resume must demonstrate at least one (1) year of specialized experience equivalent to the next lower grade level in the Federal service.  Specialized experience for this position is defined as experience in public affairs matters to include:

  1. Subject research, preparation of internal communication, and media relations;
  2. Providing information about unit programs; and
  3. Participating in the development of projects and/or campaigns to internal/external audiences through social media and traditional media.

OR

Education:  PH.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related

OR

A combination of education and experience that satisfies 100% of the qualifications requirement(s).

ADDITIONAL QUALIFICATIONS REQUIREMENTS

  2. Ability to provide public affairs program advice, guidance and assistance.
  3. Ability to write press releases, talking points, and speeches in acceptable language and form.
  4. Knowledge of basic concepts and various kinds of energy research and technology development.
  5. Knowledge of desktop publishing, layout, design and graphics.
  6. Knowledge of the principles and techniques of communication with the public by newspaper, radio, television, etc.
  7. Ability to develop briefing materials, presentations, testimony, and other products for use by management.
