This position is located in the administrative and management Branch of the district office.   The incumbent in this position is responsible for providing staff support and a variety of administrative management services.  The incumbent provides a wide range of management support that require planning, and coordination to ensure the successful accomplishment of the administrative management program operations.  Duties include:

 

  • Administer budget, accounting and financial management programs which include monitoring expenditures, preparing technical operating plans and training to subordinate staff.
  • Conduct a variety of complex studies and program analysis activities, evaluate and analyze data and provide support on technical and management facets of the district's administrative operations.
  • Research sensitive issues, analyze and present results and recommends administrative strategies or changes.
  • Serves as the control point of aquisitions and contracts.
  • Perform a full range of Customer Service responsibilities which include resolving problems/issues associated with the IMPAC Card, travel card, Capital HR and Gov/Trip.
  • Responsible for the human resource management programs activities.

Basic Qualifications:

Specialized experience:  Experience directly related to the position to be filled which has equipped the candidate with the particular knowledge, skills and ability needed to successfully perform the duties of the position, and that is typically in or related to the position to be filled which includes knowledge of a wide range of specialized analytical methods and techniques, comprehensive knowledge if the Agency's mission, skill in providing a variety of administrative management services, knowledge of budget principles and ability to counsel and advise all level of staff management.

 

GS-11:  52 weeks of specialized experience equivalent to the GS-09 grade level.

GS-12:  52 weeks of specialized experience equivalent to the GS-11 grade level.

 

Time In Grade Requirement:

(Must be met within 30 days of the announcement closing date)

Documenting experience:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.  Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
