JOB SUMMARY:

ARKANSAS NATIONAL GUARD 

MILITARY GRADE REQUIREMENT:  Enlisted

NOMINATING OFFICIAL:  CPT Latasha Ketchum, Supervisory Human Resources Specialist

DUTY LOCATION:  Deputy Chief of Staff/Personnel (DCSPER), Arkansas

MILITARY REQUIREMENTS:  This is an Excepted (Dual Status Military Technician) position that requires active membership in a compatible skill in the Arkansas Army National Guard.  Selectee must be a member of the Arkansas Army National Guard and be assigned to a compatible military position in a unit supported by DCSPER in Military Occupational Specialty (MOS) 42A.  Must become compatible within 12 months of appointment. 

IMPORTANT NOTES (AS APPLICABLE):  Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation.  A favorable determination based upon investigative results is mandatory for this position.  Failure to meet these requirements will result in termination of employment.  A pre-placement physical is required if not already current.  Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor).  Individual  must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO).

Serves as an advisor to commanders on assigned unit human resources (HR) program.  Responsible for and oversees the direction of the EPM/OPM or Incentives program and functions as the technical expert.  Responsiblef or and oversees the direction of SIDPERS and internal/external interfaces, and functions as the technical expert.  Responsible for and oversees the direction of the Personnel Services Section and functions as the technical expert.  Accomplishes and oversees the technical support work in the program area assigned with the assistance of subordinate employees which may be Active Guard Reserve (AGR), full time Technician, or civilian.  Performs other duties as assigned.

GENERALEXPERIENCE:   Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems.

SPECIALIZED QUALIFICATION REQUIREMENTS: Must have at least 24 months experience involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements.

PLACEMENT FACTORS: Applicants should demonstrate through prior experience, education and training the following: (1) Knowledge of, and skill in applying, fundamental military human resource management principles and practices.  (2) Knowledge of applicable regulations relating to the field of military human resources management and the area of assignment.  (3) Knowledge of the organizational structure and requirements of the ARNG for that State suitable to provide advice to commanders, unit administrators, and military members concerning the area of program specialty.  (4) Ability to communicate effectively both orally and in writing, with individuals, supervisors, and management.  (5) Completion of an MOS producing school related to the field.

OTHER INFORMATION:

This position with the Arkansas National Guard is a Title 32 USC 709 position, not Title 5, and as such has different Reduction In Force (RIF) criteria, certain grade and promotion limitations, and no Veterans Preference.  Direct Deposit/Electronic Funds Transfer of Civilian Pay is required as a condition of employment/promotion/reassignment.  Initial in-processing of new employees will include enrollment procedures.  Permanent Change of Station (PCS) may be authorized in accordance with Joint Travel Regulations (JTR).
