This position will serve as a Supervisory Program Assistant within the Institute of Youth, Family and Community. This Institute focuses on enabling vibrant and resilient communities; preparing the next generation of scientists; enhancing science capacity in minority-serving institutions; and enhancing youth and family development.

At the full performance level for this position, you will perform a full range of administrative and programmatic duties. Specifically, you will
- Lead and organize travel and logistical panel preparations for panel members traveling to Washington, DC from across the United States;
- Distribute and balance the workload among your staff, making day to day adjustments to ensure that priorities and time standards are met;
- Train current staff and new employees on specific job tasks and procedures and provide written instructions, reference materials, and supplies;
- Review work in progress and/or review and approve completed work to ensure procedures have been followed and deadlines have been met;
- Answer procedural and policy questions;
- Resolve problems and use judgment to determine which situations should be escalated to the Division Director;
- Recommend employees for recognition and awards and report to the Division Director on the progress and training needs of employees, as well as any conduct problems;
- Work jointly with the Division Director to develop performance standards for your staff;
- Discuss and rate staff performance, providing counsel when necessary;
- Review and approve staff time and attendance; and
- Work with outside vendors to negotiate contracts for meeting spaces and other events.

To qualify for the GS-08 grade level you must have at least one year of specialized experience equivalent to the GS-07 gradel level. Examples of specialized experience include the following:
- Coordinating and processing travel arrangements;
- Collecting and analyzing data and information to prepare reports;
- Tracking program status;
- Providing assistance and guidance to panelists with questions about the peer review process; and
- Progressively more responsible leadership assignments.
To qualify for the GS-09 grade level you must have at least one year of specialized experience equivalent to the GS-08 grade level. Examples of specialized experience include the following:
- Providing operational support that required strong communication skills;
- Mentoring a team to manage, implement and evaluate a vast array of programs, projects, and/or activities;
- Determining the proper routing or resolution of inquiries;
- Using office automation equipment and related software to input data and prepare correspondence, reports, memoranda, and other written communication, ensuring that materials are grammatically correct, complete, and accurate;
- Maintaining program files and records; maintaining discretion and confidentiality when dealing with sensitive information;
- Collecting, compiling, and tracking data and statistical information; and
- Interpreting and applying regulations, policies, and procedures.
To qualify for the GS-10 grade level you must have at least one year of specialized experience equivalent to the GS-09 grade level. In addition to those examples listed above, specialized experience includes the following:
- Serving as a primary point of contact in an office, providing office management and/or administrative supervision and support in the implementation, management, and evaluation of financial tracking systems, programs, processes, and activities;
- Planning and carrying out peer-review panel related activities (panel travel arrangements, scheduling and coordinating meetings, room setup, closeout);
- Coordinating staff and workload to ensure adequate program assistance coverage during panel and non-panel times; and
- Planning and providing assistance for special event coverage.
Time-in-grade restrictions apply for all candidates considered under Merit Promotion.
