JOB SUMMARY:

NEH is an independent grant-making agency of the government dedicated to supporting research, education, preservation, and public programs in the humanities.

The incumbent serves as a Human Resources Specialist in the areas of payroll and processing. The incumbent is responsible for ensuring that agency time and attendance as well as payroll and personnel actions are processed correctly and in a timely fashion. Serves as liaison between agency and National Finance Center on all system and processing inquiries and errors.

In addition to the duties above, the incumbent will work under the guidance of the Deputy Director of Human Resources, incumbent will be given a variety of developmental assignments including but not limited to staffing, classification, training,  security, and other HR-related work. This is a developmental opportunity. Selectee will be given an Individual Development Plan (IDP) which will include on-the-job and formal training in a variety of functional areas of Human Resources Management.  Further promotion potential is contingent on meeting the competencies for the next higher grade, as set forth by the Office of Personnel Management Qualification Standards.

·          Generates and analyzes a variety of special and recurrent reports.

·          Serves as primary payroll/timekeeper liaison with the USDA, National Finance Center

·          Monitors NFC EPIC system and advises HR Assistants on correction of suspense errors

At the GS-09 level, Qualified candidates must possess:
1 year of specialized experience equivalent to at least the GS-07 level.

Specialized experience is experience which is directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, for example: experience processing payroll/personnel actions through an automated system; review of leave errors; generating personnel data reports.

At the GS-11 level, Qualified candidates must possess:
1 year of specialized experience equivalent to at least the GS-09 level.

Specialized experience is experience which is directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, for example: experience correcting payroll/personnel suspense actions through an automated system; act as employee liaison in regard to payroll issues; coordinating  T&A audits; analyzing personnel data reports.

Selective Placement Factor:
In addition to the qualifications listed above, applicants must be proficient in the use of the National Finance Center client systems and database in order to be considered for this position.
