JOB SUMMARY:

The USITC is an independent Federal agency that adjudicates import injury cases and provides the President and Congress with high quality analysis and technical support on international trade, tariff, and competitiveness issues.

Here, you will find a dynamic work environment, multi-disciplinary teams working on a variety of projects and products, a dedication to develop your technical skills, and a commitment to provide balance between your work and your personal life. This position is located in the Office of Operations, Office of Industries, Services Division. The ideal candidate will possess the following: a proven ability to perform a management role in successfully leading teams of trade professionals in conducting primary and secondary research on a broad scope of industry, trade, and competitiveness issues; a solid understanding of the economic, financial, and technical factors influencing trade policy, services and merchandise trade flows, product or industry competitiveness and both qualitative and quantitative analytical techniques; a proven track record of trade research; excellent interpersonal skills and the ability to work in team environments; and, strong written and oral communication skills.

The Senior International Trade Analyst is called upon to identify and explore the most difficult areas of research based on a full understanding of agency needs and the requirements of the U.S. trade policy community. The Analyst is continuously involved in the development and execution of research, and frequently leads specific projects or acts as a consultant to other staff researchers.

The Senior International Trade Analyst has full responsibility for serving as a team leader for trade analysts working on a wide range of highly visible projects and studies. Specific tasks include: communicating assignments, projects, or problems to be solved; establishing priorities, deadlines, and goals; providing technical assistance and oversight of assignments; assisting the team and individual members in identifying and developing solutions to problems; providing critiques of written work products and offering guidance to ensure final products are analytically rigorous and appropriate for intended end users; and, serving as coach, facilitator, and negotiator in coordinating team initiatives and in consensus-building activities.

The Senior International Trade Analyst is responsible for maintaining significant expertise in assigned products and industries, conducting research and preparing reports, and providing summaries of technical information. In addition, the position requires maintaining broad subject matter knowledge of industries, products, and markets, as well as a deep understanding of the issues, programs, and regulatory policies that impact U.S. and global trade.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications.  Applicants must have the general and specialized experience outlined below which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

 

Basic Requirements:

You must have one year of specialized experience (52 weeks) in the federal service at the GS-13 level or above. Typically, we would find this experience demonstrated in: published analytical work such as independent research and analysis that emphasizes an understanding of the factors (e.g., economic, technical, etc.) affecting U.S. and global trade; the leadership of teams engaged in the development of complex research projects; and, the provision of authoritative advice to senior agency staff, members of Congress or their staff, U.S. trade negotiators, etc. through briefings or written analysis.

 

 


Education

Education cannot be substituted for experience at this level.
