The Department of Energy is seeking a highly-qualified candidate to serve as the Deputy Chief Human Capital Officer (DCHCO).  The prestigious, visible, and challenging position is located at the Department of Energy Headquarters in Washington, D.C. The incumbent will serve as the DCHCO providing advice and support in concert with the Chief Human Capital Officer (CHCO) to the Secretary, Deputy Secretary, and both Under Secretaries on human capital management initiatives.

As the Department's Deputy Chief Human Capital Officer (DCHCO), you will be responsible for developing and designing the most effective corporate human capital initiatives with specific emphasis on crosscutting efforts on reinvention, reengineering workforce restricting/management initiatives, and productivity improvement efforts.  Also the incumbent is responsible for the full range of personnel services to Headquarters organizations.  The DCHCO acts in the absence of the CHCO.  The incumbent is the senior official accountable for acquiring and developing a high quality workforce and serves as the CHCO's principal advisor and policy maker on all matters relating to designing and executing a human capital strategy in accordance with merit principles  This involves strategic alignment, workforce planning and development, leadership and knowledge management, results oriented performance culture, talent, and accountability.  The incumbent must have an exceptionally high degree of judgment to resolve unusually complex and diverse management problems.

 MTQ 1.  Significant experience leading, managing, or overseeing human capital functions for a large organization and demonstrated ability to align human capital functions with the organization's overall strategic goals. 

MTQ 2.  Experience in providing strategic direction for and oversight of organizational change in a large corporate and/or government setting, which demonstrates ability to lead transformation of human capital from a transactional function to a customer-focused strategic business partner. 

MTQ 3.  Senior level experience in implementing practices to attract, develop, and/or retain top talent. 

MTQ 4.  Leadership and communication skills at a senior management level, which demonstrated the ability to establish and maintain effective working relationships with senior agency leaders, Congress, other agencies, and/or industry leaders.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is a member of the SES with career status or has successfully completed an SES Candidate Development Program, certified by the Office of Personnel Management, his/her managerial qualifications must be approved by OPM before appointment can be effected.  If you are selected for this position, you will be subject to the U.S. Department of Energy mandatory requirements and will be required to file a public financial disclosure report within 30 days of entry on duty.
