Candidates must meet the educational requirements for engineering; additionally, candidates at the GS-11 level must have one full year of specialized experience at or equivalent to the GS-9 level. Specialized Experience for the GS-11 is defined as: Experience in addressing environmental engineering issues. Candidates at the GS-11 can also qualify based on 3 years of progressively higiher level graduate education leading to a PhD. degree or Ph.D. or equivalent doctoral degree. Candidates at the GS-12 level must have one full year of specialized experience at or equivalent to the GS-11 level. Specialized Experience for the GS-12 is defined as: Experience in addressing engineering issues associated with the processing of hydropower development applications. Candidates at the GS-13 level must have one full year of specialized experience at or equivalent to the GS-12 level. Specialized Experience for the GS-13 is defined as: Experience in addressing complex engineering issues assocaited with the processing of hydropower development applications.

Demonstrated ability to actively participate in meetings and technical sessions with regard to construction, engineering economics, geology and soils, sediment transport, water quality, river hydrology, groundwater, and marine environment related matters with attorneys, engineers, hydrologists, and biologists from licensees, license applicants, local, state, and federal agencies, and members of the public.
