JOB SUMMARY:

The Federal Energy Regulatory Commission, or FERC, is an independent agency that regulates the interstate transmission of natural gas, oil, and electricity. FERC also regulates natural gas and hydropower projects. As part of our goal, we are seeking highly skilled individuals to assist in carrying out the mission of this agency. The Federal Energy Regulatory Commission is seeking a highly motivated and qualified candidate for an exciting full-time permanent position within the Division of Hydropower Licensing.  The position is located in the Washington Office, and the incumbent will serve as an Environmental Engineer. 

 

Position is included in the Bargaining Unit

The duties of the position:

 

-   Analyze highly complex data on construction practices, engineering economics, flow and reservoir operation modeling, geology and soils, erosion and sediment transport, water quality modeling, river hydrology, groundwater, and marine and freshwater environments, as they relate to the construction, modification, operation, and maintenance of hydropower projects.

 

-  Serve as project coordinator of multidisciplinary teams assigned to prepare staff environmental documents.

 

-  Plan and execute meetings on highly complex environmental engineering, economics, flow and reservoir operation, geology and soils, sediment transport, water quality, river hydrology, groundwater, and marine and freshwater environment matters with attorneys, engineers, hydrologists, and biologists from licensees, applicants for license, and local, state, and federal agencies.

 

Duties and responsibilities will be of less complexity at the GS-11/12 levels.

Candidates must meet the educational requirements for engineering; additionally, candidates at the GS-11 level must have one full year of specialized experience at or equivalent to the GS-9 level.  Specialized Experience for the GS-11 is defined as:  Experience in addressing environmental engineering issues.  Candidates at the GS-11 can also qualify based on 3 years of progressively higiher level graduate education leading to a PhD. degree or Ph.D. or equivalent doctoral degree.  Candidates at the GS-12 level must have one full year of specialized experience at or equivalent to the GS-11 level.  Specialized Experience for the GS-12 is defined as:  Experience in addressing engineering issues associated with the processing of hydropower development applications.  Candidates at the GS-13 level must have one full year of specialized experience at or equivalent to the GS-12 level.  Specialized Experience for the GS-13 is defined as:  Experience in addressing complex engineering issues assocaited with the processing of hydropower development applications.

3.  Demonstrated ability to actively participate in meetings and technical sessions with regard to construction, engineering economics, geology and soils, sediment transport, water quality, river hydrology, groundwater, and marine environment related matters with attorneys, engineers, hydrologists, and biologists from licensees, license applicants, local, state, and federal agencies, and members of the public.
